Technical Officer – Network (MIN201)

The SEA2273 Sub Program is a key component of the Royal Australian Navy Fleet Information Environment (FIE) Modernisation initiative. This program is delivering a cyber-hardened, integrated, sustainable, and networked mission system that enables Navy to operate effectively, securely, and decisively in the maritime domain.


At the core of this transformation is Minerva—a suite of integrated ICT systems, applications, and infrastructure that supports both deployed operations and day-to-day administrative activities wherever ships and submarine crews are located. Collectively, these systems provide:

  • Secure Command and Control (C2) between headquarters and Navy platforms within a task group
  • Communication and information sharing across Navy platforms, Australian Defence Force (ADF) deployed forces, Coalition partners, and Other Government Organisations
  • Situational awareness, intelligence, and surveillance information to enable timely decision-making
  • Cyber-worthy networks ensuring confidentiality, availability, authentication, assurance, and integrity of information
  • Records management compliant network environments


We are seeking an experienced Technical Officer – Network (MIN201) to provide specialist support to mission-critical IT systems within complex Defence environments.


About the Role

Reporting to the Maritime Operations Manager, the Technical Officer – Network provides advanced network engineering and operational support across the Minerva environment. This role operates within highly secure, mission-critical settings and frequently supports systems deployed at sea or within constrained Defence environments, including Disconnected, Degraded, Intermittent and Limited (DDIL) scenarios.


You will play a key role in ensuring operational continuity, maintaining cyber security compliance, and delivering robust network capability across Navy platforms.


Key Responsibilities

  • Provide specialist network support to mission-critical IT systems, particularly in deployed Defence environments
  • Diagnose and resolve complex technical incidents and system faults
  • Develop creative and resilient solutions within DDIL constraints
  • Ensure system configurations comply with Defence ICT security policies and standards
  • Support the design, build, integration, and deployment of complex network solutions
  • Proactively maintain, patch, and upgrade Minerva systems in accordance with the Defence Patch Management Plan
  • Develop and implement workarounds and contingency plans to maintain operational capability in degraded conditions
  • Create, review, and maintain Standard Operating Procedures (SOPs), build guides, and technical documentation
  • Identify and implement service improvements to enhance network performance and resilience
  • Collaborate with partner support teams to resolve technical incidents
  • Provide mentoring and technical guidance to onsite support staff
  • Deliver training to ship CIS teams during set-to-work activities
  • Build and deploy Minerva hardware to support maritime operational requirements
  • Manage and maintain digital certificates across the Minerva environment
  • Participate in an on-call rotation for High Priority Incidents (HPIs), as authorised
  • Engage with vendors to resolve issues related to Minerva systems and components


Required Skills and Experience

Technical Expertise

  • Experience as a Network or Gateway Engineer
  • Demonstrated experience supporting Defence deployed systems
  • Strong knowledge of networking technologies, including:
  • Routing and Switching
  • IPSec, VPN, VLAN, OSPF, BGP, MPLS-TE
  • Next Generation Firewalls
  • Voice Over IP (VoIP)
  • Enterprise Wireless LAN infrastructure
  • Network Segmentation
  • Network Access Control
  • Network telemetry protocols (NetFlow, SNMP, etc.)


Systems Administration

Experience with:

  • Microsoft Exchange Administration
  • Microsoft Active Directory Administration
  • Microsoft Skype Administration
  • Citrix Virtual Desktop Administration
  • Hypervisor maintenance and administration
  • VoIP systems


Professional Capabilities

  • Strong written communication skills with the ability to produce clear and concise technical documentation
  • Excellent interpersonal skills and stakeholder engagement capability
  • Ability to operate effectively within highly regulated, secure environments
  • Strong analytical and problem-solving skills


Desirable Skills and Experience

  • Knowledge and experience of SEA2273 Minerva systems
  • Demonstrated experience in the build and set-to-work of complex IT systems onboard Navy vessels
  • Experience operating within or interoperating with the Defence Network environment
  • Experience applying architecture and solution design frameworks
  • Familiarity with test and evaluation procedures
  • Experience working within highly regulated and secure operational environments


Work Arrangement

  • Monday to Friday, standard 40-hour week
  • Sydney-based role
  • DSN access required


Security & Compliance Requirements

  • Must hold a Negative Vetting 2 (NV2) security clearance prior to commencement
  • Must comply with United States International Traffic in Arms Regulations (ITAR), as the role may involve handling export-controlled ICT hardware and software
