Position Description

We are seeking a Product Manager to play a central leadership role in a large, multi-year transformation program implementing an AI-enabled knowledge management platform and migrating multiple legacy systems. This role is accountable for maximizing the business value delivered by Agile team(s) by owning backlog prioritization, translating business outcomes into actionable user stories, and ensuring delivered capabilities meet both functional and non-functional expectations.

While the role includes elements of business architecture and operating model design—particularly during early shaping and major capability expansion—the primary focus is product leadership within a SAFe Agile delivery model. Success in this role requires strong product judgment, the ability to operate effectively in ambiguity, and a disciplined approach to aligning strategic transformation objectives with incremental delivery.

Your future duties and responsibilities

Product Value Ownership & Backlog Leadership

  • Own and maintain the team backlog in alignment with program priorities and business outcomes.
  • Decompose Features into well-structured User Stories with clear value statements and acceptance criteria.
  • Prioritize backlog items based on business impact, risk, dependencies, and readiness.
  • Ensure stories are refined, testable, and aligned to Definition of Done prior to iteration planning.
  • Maintain traceability from Features through Stories to delivered functionality.

Delivery Planning & Leadership

  • Actively participate in Program Increment (PI) Planning, contributing to story breakdown, dependency identification, and scope negotiation.
  • Align team-level objectives with broader program goals.
  • Lead ongoing backlog refinement to support a continuous flow of ready stories.
  • Accept or reject completed stories based on agreed acceptance criteria.
  • Participate in system demos and validate delivered functionality against business intent.

Business & Operating Model Alignment

  • Design future-state workflows and service delivery models.
  • Identify opportunities to simplify processes and reduce operational friction.
  • Ensure transformation impacts are reflected within backlog priorities and story definition.
  • Collaborate with Architecture, UX, Change, and Training teams to ensure alignment between business intent and system design.

AI-Enabled Feature Development

  • Identify high-value AI use cases aligned to measurable business needs.
  • Translate user pain points into functional AI-driven features.
  • Partner with AI and Architecture teams to ensure capabilities enhance usability and operational effectiveness.
  • Incorporate appropriate validation, governance, and human oversight considerations into AI-related stories.

Migration & Data-Aware Product Design

  • Ensure migration-related requirements (metadata, permissions, retention, governance) are reflected in backlog items.
  • Collaborate with migration leads to support release sequencing and business continuity.
  • Incorporate data integrity and compliance considerations into story acceptance criteria.

Stakeholder Collaboration & Cross-Team Integration

  • Serve as the primary day-to-day business representative for the project team.
  • Maintain active engagement with business stakeholders to validate priorities and emerging needs.
  • Surface implicit business pressures and translate them into backlog adjustments.
  • Partner closely with Architecture, UX, Data, QA, PMO, and Change teams to ensure coordinated delivery.

Required

Required qualifications to be successful in this role

  • 10+ years of leadership experience in product management, business architecture or related transformational roles in large programs.
  • Demonstrated experience leading business process transformation, including understanding impacts on workflow, roles, and the user experience.
  • Strong ability to surface and interpret implicit business needs and undercurrents during stakeholder conversations.
  • Demonstrated experience owning and prioritizing backlogs in Agile environments (SAFe experience preferred).
  • Experience translating business outcomes into user stories with clear acceptance criteria.
  • Experience collaborating with UX, Architecture, Solution Architecture, Data, PMO, and Change Management teams.
  • Excellent communication, facilitation, and documentation skills.
  • Experience leading and mentoring BAs or process-focused team members.

Preferred

  • Exposure to AI/ML-enabled features and functional AI use case development.
  • Experience in public sector or regulated environments.
  • Familiarity with content migration or large-scale content/process transformation programs.

CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes various factors including but not limited to skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $90,000 - $140,000. This role is an existing vacancy.
