Job Profile
Under the general direction of the Manager of Human Resources, the Health Resource Specialist (HRS) is responsible for providing disability case management services including the oversight and delivery of proactive case management services for employees on prolonged or complex absences from the workplace as well as those requiring support/accommodations in the workplace or returning to the workplace due to disability and/or occupational injuries.
The HRS provides expertise, guidance to all levels of management and staff in the areas of disability management. This includes providing high quality case management services and coordinating the return-to-work process of injured and disabled employees in accordance with the City of Winnipeg Return to Work Standard and best practices in the field of disability management services. The Specialist will work closely with the employee, and the stakeholders in the process including but not limited to the Occupational Health Unit, Medical Practitioners, Winnipeg Civic Employee Benefits Program (WCEBP), Workers Compensation Board (WCB), Manitoba Public Insurance (MPI), Union representatives, and Supervisors/Managers to identify the options to maintain employee’s in the workplace, reduce time off of work, and/or facilitate the earliest possible return of employees to productive employment either in full or accommodated duties.
Duties
As the Health Resource Specialist, your duties will include:
- Provides Case Management services to the Department that aligns with the Health Resource Framework, the City’s Reasonable Accommodation and Return to Work Standards, and applicable legislation.
- Manages and monitors claims with Third Party Benefit providers.
- Supports City Wide Accommodation /RTW Practices and works collaboratively with other departments in the cross-department accommodation process.
- Provides assistance and support for Department wellness initiatives and other preventative programs.
Your education and qualifications include:
- Post-secondary education and experience in a related field (Nursing, Social Work, Physiotherapy, Occupational Therapy, Physical Therapy, Athletic Therapy) or specializing in disability management (Certified Return to Work Coordinator or Disability Management Professional designation). An equivalent combination of related education, training and work-related experience may be considered.
- Minimum three (3) years prior related experience providing consultative and case management services to management, employees and human resources on disability management and accommodation-related matters, in a unionized environment.
- Experience with the interpretation and application of medical documentation for returning to work.
- Experience working with confidential documents and information while exercising discretion in providing information to others.
- Experience using Microsoft Office (Word, Excel and Outlook).
- Experience using PeopleSoft or another related Human Resource Information System (HRIS).
- Ability to assess or identify suitable alternate positions within the organization, outside the employee’s home Department.
- Excellent customer service skills with the ability to maintain composure and work in an efficient and professional manner while dealing with sensitive situations.
- Excellent interpersonal skills with the ability to establish and maintain strong working relationships in a collaborative team environment.
- Excellent verbal communication skills conveying information in a clear and concise manner to others.
- Excellent written communication skills with the ability to prepare clear and effective documents and correspondence.
- Excellent problem-solving skills with the ability to make sound decisions demonstrating good judgement.
- Knowledge of current case law regarding Duty to Accommodation, provision of medical information, Human Rights and Protection of Privacy and applicable collective agreements.
- Knowledge of available community resources in health, safety and wellness.
- Excellent organizational skills with the ability to prioritize and multi-task in a high paced, deadline driven environment.
