Job Description
Ley Choon Group is seeking an experienced and proactive Environmental, Health & Safety (EHS) Manager for Cable Projects to lead and drive EHS excellence across our cable infrastructure projects. This role plays a critical leadership position in governing EHS systems, managing site-based safety teams, and ensuring full compliance with Singapore regulatory requirements.
The successful candidate will provide strong safety leadership, work closely with project and operations teams, and actively promote a robust safety culture on site. This role requires hands-on experience in managing cable or utility projects, the ability to influence stakeholders at all levels, and a proven track record in leading safety teams to achieve high safety performance standards.
Key Responsibilities
- Provide overall leadership and governance of Environmental, Health & Safety (EHS) management systems across all cable projects within the Group
- Lead, mentor, supervise, and deploy EHS Officers, EHS Coordinators, and outsourced EHS personnel effectively across multiple project sites
- Act as the functional lead for site EHS teams, setting clear expectations, performance standards, and accountability for safety outcomes
- Work closely with Operations, Project Managers, and internal stakeholders to proactively integrate EHS requirements into daily work planning, method statements, and execution strategies
- Ensure full compliance with all applicable MOM, LTA, NEA, SP Group, and other statutory safety and environmental requirements
- Oversee and govern site safety operations, including inspections, audits, PTW controls, risk assessments, and toolbox meetings, ensuring consistent and effective implementation by site teams
- Lead, review, and present incident, service damage, and near-miss investigations, ensuring robust root cause analysis and timely implementation of corrective and preventive actions (CAPA)
- Drive and champion safety training, competency development, and leadership coaching for EHS staff and site management teams
- Promote a strong safety leadership culture, empowering the safety team to take ownership and exercise authority in enforcing safety standards
- Monitor safety performance trends, prepare management reports, and provide strategic recommendations to senior management for continuous improvement
- Perform any other duties as assigned by the Head of Department or senior management in line with safety and business needs
- Possess a Specialist Diploma in Workplace Safety & Health (Level C) or an equivalent accredited qualification
- Minimum 5 years of relevant experience in Environmental, Health & Safety (EHS) management, preferably within cable, utility, infrastructure, or civil engineering projects
- Registered Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower (MOM)
- Strong working knowledge of Singapore WSH legislation and regulatory frameworks, including MOM, LTA, NEA, and SP Group requirements
- Demonstrated ability in effective communication, coordination, and stakeholder management across project, operations, and regulatory interfaces
- Possession of a valid Class 2 or Class 3 driving licence will be an added advantage to support site mobility
- Work Schedule: 6-day work week
- Location: Office at No. 3 Sungei Kadut Drive, Singapore 729556 (North Singapore)
