Roles and Responsibilities:

• The Program Manager is accountable for the end-to-end orchestration of large scale, multi stakeholder, multi-vendor technology programs.
• The role ensures alignment across engineering, operations, security, commercial, and external stakeholders while driving structured governance, disciplined execution, and clear executive-level reporting.
• This position combines program leadership, stakeholder management, and operational awareness. The successful candidate must be capable of leading experienced project teams, operating effectively within complex organizations, and ensuring consistent delivery performance across all program workstreams.
• Lead the end-to-end delivery of large-scale technology programs across multiple workstreams
• Develop and maintain an integrated master program plan covering scope, schedule, dependencies, and milestones
• Oversee and coordinate internal and partner Project Managers to ensure consistent planning standards and execution discipline
• Establish and run structured governance forums, steering committees, and executive reporting cycles
• Consolidate program level risks, issues, dependencies, and mitigation plans
• Ensure formal change management processes are applied across scope, design, and delivery milestones
• Align cross functional teams including engineering, operations, security, commercial, and external partners
• Coordinate multi-vendor delivery activities to ensure schedule alignment and accountability
• Monitor program financials including budgets, forecasts, milestone payments, and change requests
• Drive transparency through accurate reporting and performance tracking mechanisms
• Ensure operational readiness planning, documentation, and structured transition into steady state operations
• Manage escalations and remove delivery blockers in a timely and structured manner
• Promote delivery best practices, continuous improvement, and governance maturity across the program

Qualification, Experience, Competence and Certifications:

• Bachelor’s degree in engineering, Information Technology, Computer Science, or a related field
• 12+ years of experience in technology, infrastructure, or cloud delivery environments
• Minimum 5 years of experience in program management or leading multiple concurrent projects
• Proven experience managing large-scale, multi-stream, multi-vendor technology programs
• Demonstrated experience leading Project Managers or equivalent senior delivery resources
• Strong understanding of infrastructure, platform, and operational delivery models
• Experience establishing governance frameworks, steering committees, and executive reporting structures
• Solid financial management capability including budgeting, forecasting, and change control
• Strong stakeholder management and executive communication skills
• Ability to operate effectively in complex, fast-paced organizational environments
• PMP or PgMP certification preferred
• ITIL or operational service management knowledge is an advantage
• Experience working in government or national-scale programs is advantageous
• Arabic language proficiency preferred
