Location

Our office is in central Reading. We offer flexibility in where you work and well expect you to attend the office a minimum of two days a month. When you join us, we expect you to be in the office more frequently to settle into the TRA. There may be some domestic and international travel.

Job summary

Role Purpose

As part of our Technical Support function, positioned within our Operational Policy Team, you will deal with key external stakeholders, raising awareness of the TRA and our processes with domestic industries and international peers.

UK industry need advice and guidance to help them navigate the trade remedies regime. You will provide technical feedback and education to enable this effective engagement, promoting the submission of evidenced applications which are best placed for successful initiation. By reviewing complex data and through horizon scanning you will be well placed to inform senior leaders of the likely make up of future TRA work.

In our mission to become an internationally respected trade remedies authority, it is essential that our relationships with global counterparts are instrumental to building TRAs capability and continuously improving. This role includes facilitating international dialogue, knowledge exchange and exploring project opportunities, where relevant to achieving TRAs strategic objectives. the efficient handling of briefings, correspondence, and delivery of TRAs international engagement activities.

This is a high-profile role, directly impacting the TRAs reputation on the domestic and international trade remedies stage. There may be some domestic and international travel.

Job Description

Key Accountabilities

Your main duties will include, but are not limited to:

  • Understand, analyse and interpret complex concepts and data, identifying trends and drawing reasoned conclusions to inform decision making
  • Develop and apply knowledge and understanding of trade remedies laws and procedures, including completing any/all required training
  • Checking applications and other technical documents containing detailed data to feedback outcomes to industry
  • Provide technical guidance to industry members and other external stakeholders in an understandable manner through enquiry responses, case specific interactions and educational workshops
  • Build collaborative working level relationships with internal, industry and international stakeholders to support the effective development of industrys expertise in trade remedies and promote the TRAs international reputation
  • Co-ordinate and lead bi-lateral and multi-lateral meetings, develop briefings and carry out relevant interactions with internal and external stakeholders to develop and underpin domestic and international relationships, to foster the development of best practice
  • Effectively present issues and recommendations to senior personnel for action
  • Horizon scanning to identify upcoming areas of domestic and international movement and development
  • Maintain and expand technical products including internal records of learnings regarding international engagements and external resources for industry reference.

Person specification

In this varied and interesting role, we are looking for someone who will make a real impact, building effective relationships with colleagues and stakeholders, through promoting best practice adoption with industry stakeholders and international peer authorities.

You will be outcome-focused, confident networker who can adeptly review complex technical concepts and data identifying how these inform outcomes and next steps.

A proactive, independent self-starter, comfortable working in ambiguity and show the ability to identify and work collaboratively with key stakeholders whilst horizon scanning for upcoming key issues.

You will be an effective communicator, with the ability to convey the purpose and processes of the TRA to a range of stakeholders in a clear and understandable way. Youll display highly developed organisational and prioritisation skills which will help you to take the right steps and make connections at the right time.

Essential Experience

  • Effective written and verbal communications skills, including being able to persuade and influence;
  • Proactive and self-motivated with excellent networking abilities;
  • Experience of carrying out external stakeholder communications and engagement;
  • Strategic thinking, horizon-scanning, problem-solving and planning skills
  • Ability to draft reports and documents for internal and external audiences, and for publication;
  • Ability to bring legal or policy understanding and analysis to resolve issues;

Desirable Experience

  • An understanding of trade remedies law, policy and practice;
  • Advanced MS Excel skills;
  • Experience of working with international stakeholders;

Useful Information For Existing Civil Servants

Existing Civil Servants should note that working for the TRA, you will be employed as a public servant. This means:

  • This vacancy is for a position in the Trade Remedies Authority (TRA). TRA employees are not Civil Servants. Individuals applying for this role from the Civil Service are advised to review terms prior to accepting the offer.   • Your continuity of service for employment protection will start on the day you join us. We are not an employer of the Crown and therefore cannot recognise previous employment with the Civil Service for the purpose of qualifying for Employment Rights. An employee must have 2 years length of service with TRA before Employment Rights are recognised.
  • If you are a member of the Civil Service Pension scheme, your membership and reckonable service will continue with us, providing there is no break between your Civil Service employment and your employment as a public servant with TRA.
  • We will recognise the annual leave you have built up, up to a maximum of 30 days, and the sick pay entitlement taking account of your length of service in the Civil Service.
  • If you choose to re-join the Civil Service at any point in the future, this will be according to the policies of the department you are joining following your resignation from TRA. You may also wish to be aware that under Exception 5 of the Civil Service Commissions Recruitment Principles, the re-employment of a former Civil Servant is possible within a maximum of five years of leaving the Civil Service, subject to qualifying criteria being met and depending on the policies of the department you are joining.
