The Resource Mobilization Division (PSR) leads and coordinates the mobilization of voluntary contributions in support of the Organization’s strategic priorities. The PSR Division manages FAO’s relations with resource partners, strategically matching partners’ interests to those of the Organization, and supports the negotiation of agreements. It mounts marketing analysis and campaigns around global development opportunities to decentralized and headquarters offices and oversees global programme and project reporting to resource partners. It strives to assure the highest quality of development results, through providing project cycle oversight and support and policy design for operational modalities and outsourcing. The Division is also the Business Process Owner for the negotiation of all FAO funding agreements for voluntary contributions, in line with the fiduciary standards of the Organization, acting as coordinator for various funding liaison units throughout the Organization and facilitator of all required clearances with FAO Legal, Finance, Procurement and Audit functions. In leading FAO’s engagement with Resource Partners, PSR develops tools, events and platforms to facilitate that engagement, and coordinates and oversees results reporting to ensure accountability to resource partners.
Reporting Lines
Within PSR, the incumbent directly reports to the Data Management Officer, under the overall supervision of the head of the Marketing Unit.
Technical Focus
The incumbent will work in the technical fields of resource partner relations and the analysis of the international aid architecture, ODA trends and internal resources. Specifically, the incumbent will be expected to deliver market positioning and business intelligence services in the fields of food security and agricultural development.
Tasks And Responsibilities
Under the overall supervision of the Head of Marketing, Outreach and Reporting Unit, the incumbent will report and work under the day-to-day supervision Data Management Officer. In particular, the incumbent will undertake the following duties:
- Advise on the design and implementation of integrated data management and analytics tools to enhance FAO’s resource mobilization strategies.
- Provide guidance on forecasting methodologies for voluntary contributions, including risk-based probability modelling and scenario planning.
- Develop recommendations for improving FAO’s visibility and engagement with resource partners, based on advanced quantitative and qualitative analysis.
- Conduct reviews of FAO’s current reporting systems (Power BI, Tableau, SharePoint) and propose enhancements for efficiency and strategic alignment.
- Recommend automation strategies for pipeline management and integration with FPMIS, ensuring robust governance and compliance.
- Liaise with CSI CRM team to troubleshoot issues and support implementation of improved workflows.
- Integrate the CRM module with pipeline management and analytics functionalities.
- Prepare consultative reports for senior management on global funding trends, regional market analyses, and thematic priorities, including OECD DAC CRS and internal datasets.
- Recommend innovative approaches for data visualization and communication to strengthen FAO’s positioning with donors and stakeholders.
- Arrange and prepare intelligence briefs, presentations and strategic background information on specific resource partners, financial and development policy trends, as well as on broader issues related to resource mobilization and development finance, for Senior Management at headquarters and in decentralized offices.
- Design and provide ad hoc trainings on new internal tools and products for market and business intelligence.
- Provide input for the development of FAO’s Resource Mobilization Reports, overviews and related corporate publications.
- Facilitate knowledge-sharing sessions and consultations with Country Offices and Funding Liaison Officers to align practices with global standards.
- The role may involve occasional duty travel to represent the Organization.
- Perform any other advisory tasks as requested by the Director, PSR.
Minimum Requirements
- Advanced University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in in Economics, Engineering or Information Technology or any other discipline relevant to the work of the Organization. Consultants with bachelor's degree need two additional years of relevant professional experience.
- At least one year for Category C, at least 5 years for Category B and at least 12 years for Category A of relevant experience in project/programme management or data management. Full proficiency/Working knowledge of English, French, Spanish, Arabic, Chinese or Russian.
