Job Summary
Reporting to the Manager, District Records & Privacy, the Privacy Advisor supports the Surrey School District’s privacy management and compliance functions. Serving as a subject matter resource on privacy practices, this role contributes to the development and operation of the district’s Privacy Management Program and helps ensure alignment with the Freedom of Information and Protection of Privacy Act (FIPPA).
The Privacy Advisor oversees day-to-day activities related to privacy compliance, including conducting privacy impact assessments, supporting breach investigations, reviewing contracts and information-sharing agreements, and assisting with policy development. The role also delivers privacy training, responds to privacy inquiries, and advances initiatives that promote a strong culture of privacy awareness across the organization.
Responsibilities
- Provides guidance to schools and district departments on privacy requirements in accordance with FIPPA and district policy.
- Serves as a contact for privacy inquiries, offering practical, compliant solutions for staff, administrators, parents, and students.
- Assists leadership and departments in balancing operational needs with privacy obligations.
- Conducts and documents PIAs for new or modified programs, initiatives, and services, following privacy program priorities set by leadership and providing input on urgency.
- Identifies privacy risks, recommends mitigation strategies, and collaborates with departments to support implementation.
- Leads or supports the assessment and investigation of privacy breaches.
- Coordinates containment, notification, and follow-up actions, maintaining breach records and trend reports.
- Contributes to continuous improvement of breach response protocols and staff awareness.
- Reviews privacy and data protection provisions in contracts and helps develop and review information-sharing agreements.
- Supports vendor due diligence, including data residency, access controls, retention, and incident response safeguards.
- Supports the drafting, updating, and maintenance of privacy policies, procedures, templates, and guidance to promote compliant privacy practices.
- Assists in designing and delivering privacy education and awareness programs for school-based and district staff.
- Performs related duties consistent with the scope of the role to support the district’s privacy program and strategic objectives.
Education & Experience
- Bachelor’s degree in Information Management, Records Management, Law, Public Administration, Education Administration, or a related field.
- Minimum of 3-5 years of progressively responsible experience in privacy, information governance, legal/compliance, or a related advisory role. An equivalent combination of post-secondary education and relevant professional experience may be considered.
- Completion of, or progress toward, the Certified Information Privacy Professional/Canada (CIPP/C) designation is preferred.
- Experience in the BC public sector or K-12 education environment is an asset.
- Demonstrated experience with privacy impact assessments, breach investigations, policy development, and privacy training delivery is an asset.
- In-depth knowledge of FIPPA and its application in K-12 education.
- Ability to interpret legislation and policy and translate it into practical guidance.
- Strong analytical, problem-solving, and risk assessment skills.
- Excellent written and verbal communication, with the ability to explain complex privacy concepts to non-specialist audiences.
- Demonstrated tact, diplomacy, and sound judgement in handling sensitive or confidential information.
- High level of professionalism, discretion, and ethical conduct.
- Ability to manage multiple priorities, work independently, and collaborate effectively across teams.
