We are seeking a suitable candidate to join NPA’s dynamic Mine Action and Disarmament programme in Ukraine, and particularly its liberated areas, which are highly contaminated with Explosive Ordnance because of the still ongoing conflict. You will be part of the senior management team responsible for managing a large mine action team, for designing of and reporting on donor-funded projects that will directly result in the clearance of explosive ordnance and enabling the safety and livelihoods of affected communities.

- Minimum three years’ experience at programme- or grant management level in a Humanitarian Mine Action Programme.
- Minimum bachelor’s degree or alternatively 5 years of experience in senior management positions.
- Previous management responsibilities in an international context.
- Experience developing programme strategies.
- Experience strategically managing and directing projects including implementation, management, monitoring and evaluation, risk assessment and mitigation and contract compliance.
- Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team, often remotely.
- Experience in establishing and maintaining sound diplomatic and professional relationships at high level with Governmental agencies, ministries and national stakeholders.
- Experience of having developed relationships with donors, government bodies, other NGO’s as well as local partnerships.
- Experience working with finance, administrative and human resource systems to ensure programme efficiency.
- Knowledge and understanding of relevant institutional donors (NMFA, USDoS, GFFO, EU etc.).
- Understanding of, and commitment to, humanitarian and capacity development principles.
- Written and verbal proficiency in English.
- Ability to secure a visa based on nationality.

- Support the Programme Manager in planning, delivery, and monitoring in line with NPA strategies, budgets, and procedures.
- Drive operational design and implementation to ensure quality, impact, and cost‑efficiency in line with Humanitarian Principles.
- Contribute to senior management of NPA Ukraine and provide line management and leadership as delegated.
- Foster an inclusive leadership culture based on equality, respect, and teamwork.
- Monitor political and security developments and maintain programme structures and SOPs.
- Coordinate with authorities, donors, and stakeholders; represent NPA and act as PM or Country Director cover when required.
- Contribute to country strategy development and ensure a comprehensive risk management approach.
- Support development and maintenance of programme documentation, including strategies, plans, proposals, reports, and SOPs.
- Oversee programme quality and performance in coordination with the PM, ensuring compliance with IMAS, NMAS, and internal standards.
- Maintain strong knowledge of donors and projects and ensure compliance with donor and Head Office requirements.
- Support resource mobilisation, fundraising, and the development of proposals and reports.
- Provide leadership in line with NPA values and actively engage in advocacy with authorities, donors, and stakeholders.
- Ensure gender, diversity, environmental, and climate considerations are integrated across the programme.
- Support sound financial management, budgeting, planning, and reporting in line with NPA guidelines.
- Contribute to the development and implementation of safety, security, and safeguarding systems.
- Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
