DUTIES & RESPONSIBILITIES
- Project Planning & Alignment:
Develop, maintain, and continuously optimize comprehensive project plans and schedules for the TASMU Platform, ensuring full alignment with MVO operational objectives, strategic priorities, and agreed timelines.
Coordinate with TASMU TTO and Platform Leads to ensure cross-stream integration and synchronized delivery of initiatives.
- Operational Monitoring & Governance:
Monitor day-to-day MVO operations, track performance against KPIs and milestones, and proactively identify deviations.
Address operational challenges through the established TASMU governance process, ensuring timely escalation, decision-making, and resolution.
- Risk, Issue & Dependency Management:
Identify, assess, and manage project risks, issues, and interdependencies, developing and implementing effective mitigation strategies to minimize disruption and ensure operational continuity.
- Contract & Administrative Oversight:
Oversee contract governance and ensure compliance with contractual obligations, service-level commitments, and operational standards.
Provide comprehensive operational and administrative support to Ooredoo internal teams, including procurement coordination, resource onboarding, and vendor performance tracking to facilitate smooth MVO operations.
- Reporting & Stakeholder Communication:
Prepare, consolidate, and deliver structured reporting across all levels of governance — from working group updates to Steering Committee briefs — ensuring alignment, transparency, and informed decision-making among TASMU stakeholders.
Leverage dashboards and executive summaries to communicate progress, risks, and key decisions effectively.
- Project Governance & AOP Delivery:
Provide overall governance and quality assurance on all AOP (Annual Operating Plan) projects, ensuring that each initiative is formally initiated through approved Project Charters with clearly defined scope, deliverables, and accountability structures.

Deep understanding of governance structures, adoption frameworks, and performance monitoring mechanisms, ensuring accountability, compliance, and consistent delivery against defined objectives.
- Operational Agility & Prioritization
Strong ability to operate effectively within dynamic, high-visibility environments, managing multiple priorities while maintaining attention to detail, governance discipline, and delivery focus.
- Language & Communication Proficiency
Outstanding verbal and written communication skills in English; proficiency in Arabic is considered a significant advantage for stakeholder engagement in regional contexts.

Demonstrated ability to design, implement, and monitor KPIs and SLAs, ensuring data-driven performance tracking and transparent reporting to senior management and steering committees.
- Project Control & Delivery Management
Skilled in developing and maintaining project charters, schedules, budgets, and risk registers, applying structured methodologies and tools to ensure delivery within scope, time, and budget.
- Analytical & Data Interpretation Skills
Strong analytical mindset to assess project adoption, utilization trends, and impact, leveraging data insights to support informed decision-making and continuous improvement.

Proven capability to facilitate alignment among diverse stakeholders, manage conflicts constructively, and negotiate solutions that uphold project integrity and organizational objectives.

POTENTIAL BACKGROUND
Education:
- Bachelor’s degree in Business Administration, Project Management, Information Technology, Engineering, or a related discipline is required. A Master’s degree in a relevant field is highly preferred.
Professional Experience:
- Proven experience in project and program management, with a strong background in government programs, smart city initiatives, digital transformation platforms, or telecom-related projects.
- Demonstrated ability to manage complex, multi-stakeholder portfolios and deliver outcomes aligned with strategic national or corporate objectives.
Certifications:
- Professional certification such as PMP, PRINCE2, or an equivalent project management qualification is highly desirable.
- Additional certifications in Agile / Scrum, Portfolio Management (PfMP), or ITIL will be considered an advantage.
Technical & Functional Expertise:
- Solid expertise in project delivery, governance frameworks, performance tracking, and operational reporting within large-scale or cross-sector environments.
- Familiarity with digital program management tools (e.g., MS Project, Power BI, Jira, SharePoint) and experience working within structured PMO or transformation offices.
Preferred Tools
- Project Management Platforms: Proficiency in tools such as Microsoft Project, Azure DevOps, Jira, or equivalent systems for task tracking, scheduling, and agile delivery management.
- Data & Performance Analytics: Strong command of Microsoft Excel and Power BI (or similar) for performance tracking, KPI visualization, and executive reporting.
- Documentation & Collaboration Tools: Experience with SharePoint, Teams, and Confluence for documentation, workflow management, and cross-functional coordination.
- Presentation & Communication Tools: Advanced proficiency in Microsoft PowerPoint, with the ability to design and deliver high-impact executive presentations tailored for senior leadership and steering committees.
