Job Description

Parsons is looking for a talented Senior Planning Manager to join our team! In this role you will lead the planning and project controls functions for a major development program in Qatar, overseeing integrated scheduling, cost monitoring, and performance reporting to ensure effective program delivery.

As Senior Planning Manager, you will work closely with program leadership and project teams to establish and manage integrated project controls frameworks aligned with project delivery strategy, contractual obligations, and program milestones.

Job Responsibilities

  • Lead the development and management of the integrated master schedule for a large-scale development program in Qatar.
  • Oversee all project controls functions including planning, scheduling, cost monitoring, risk management, change management, and reporting.
  • Develop and maintain baseline schedules, progress measurement systems, and performance monitoring frameworks.
  • Coordinate closely with PMCM leadership and client teams to ensure alignment between project planning, delivery strategy, and contractual commitments.
  • Lead schedule analysis and provide recommendations to mitigate delays and optimize program performance.
  • Manage project performance reporting, including executive dashboards, milestone tracking, and KPI monitoring.
  • Coordinate with commercial and cost management teams on cost plans, budget breakdown structures, and commitment registers.
  • Monitor program financial performance including cash flow forecasts, actual vs. budget tracking, and cost performance indices (CPI).
  • Support value engineering initiatives and schedule optimization strategies across project packages.
  • Lead change management processes including schedule impact assessments and mitigation strategies.
  • Ensure project controls governance is aligned with international project management standards and local practices in Qatar.
  • Lead and mentor planning engineers and project controls personnel across the program.
  • Utilize project management software including Primavera P6 and MS Project to manage planning and reporting activities.


What Required Skills/Qualifications You'll Bring

  • Bachelor’s Degree in Engineering, Construction Management, Project Management, or Quantity Surveying from an accredited university.
  • 15–20 years of experience in project planning, scheduling, and project controls on large-scale development programs.
  • At least 7 years in a senior planning or project controls leadership role within a PMC/PMCM or engineering consultancy environment.
  • Minimum 5 years of GCC project experience, preferably on major infrastructure or mixed-use development programs.
  • Demonstrated experience managing integrated project controls for programs exceeding QAR 1 billion in cumulative value.
  • Strong expertise in planning and scheduling, cost forecasting, risk management, change management, and project performance reporting.
  • Experience coordinating project controls activities across multiple contractors, consultants, and project packages.
  • Strong analytical and reporting capabilities with the ability to present schedule and performance data to senior stakeholders.
  • Advanced proficiency in Primavera P6, MS Project, and project controls reporting tools.


What Desired Skills/Qualification You'll Bring

  • Professional certifications such as PMP®, PMI-SP®, or AACE certifications.
  • Strong experience establishing integrated project controls frameworks for major development programs.
  • Experience working with international project management standards and governance frameworks.
  • Experience delivering large mixed-use, infrastructure, or complex urban development programs.
  • Experience with race tracks, motorsports facilities, hospitality, retail, high-end F&B, leisure, or entertainment zone developments is desirable.
  • Demonstrated ability to manage complex planning environments involving multiple contractors, design teams, and stakeholder interfaces.
  • Strong communication and leadership skills with the ability to guide multidisciplinary project controls teams.
