Project Manager (full-time, Kyiv)

The multi-Donor Action “EU4Reconstruction: Citizen-oriented reform and regulation for rebuilding Ukraine” is jointly co-financed by the European Union, Denmark, Germany, France and Lithuania.
The project is implemented by the Ministry of Foreign Affairs of Denmark, GIZ, Expertise France and Central Project Management Agency (CPVA). EU4Reconstruction is delivered through two streams: Stream 1 implemented by GIZ and Expertise France, and Stream 2 implemented by the Ministry of Foreign Affairs of Denmark and CPVA. This position is a part of GIZ implemented assignment within Stream 1.
Within GIZ EU4Reconstruction is a part of the multi-level governance cluster (MLG Cluster).
The Project is working towards achieving the following objective “The Ukrainian government is increasingly able to implement inclusive reconstruction, building on a modern construction framework and a public investment management system sensitive to the needs of different levels of government.”
To achieve this objective, Stream 1 of the project is focusing on
- Supporting the Ministry for Communities and Territories Development (MCTD) in coordination of reconstruction process and accompanying reforms
- Enabling medium-sized municipalities in managing their reconstruction investments in an efficient and transparent manner
- Creating the enabling environment for construction sector reforms and their alignment with the EU acquis
- Supporting citizens, media and CSOs in playing an enhanced role in infrastructure reconstruction oversight.
Project manager will be supporting operations of GIZ working in close cooperation with other implementing partners of the Project and MLG GIZ Cluster.
Key responsibilities:
- Coordinating the organisation and preparation of high - level events, meetings, workshops, conferences, study-visits and networking events. This includes preparation of the content of the agenda of each event, coordination with speakers, service providers, etc.
- Quality assurance and coordination of briefing notes, analytical papers, speaking points preparation.
- Direct communication with project’s implementing partners, donors, and beneficiaries in the context of events, inputs collections.
- Coordination of monitoring all relevant events and inputs needed from the side of the project to its donors and beneficiaries.
- Coordination of preparation of different publications, which will involve inputs’ collection, communication with contributors and service providers, ensuring quality of inputs and overall smooth preparation process.
- Preparation of inputs for tender procedure, communication with service providers.
- Loyal and discreet behaviour vis -à-vis third parties in all internal matters in respect of the guidelines on integrity.
Required qualifications, professional experience and personal competences:
- MA in such fields as social or political sciences, economics, Public Administration or an equivalent.
- 5 years of professional experience in event planning, provision of services, high-level coordination.
- 3 years of professional experience in preparation/coordination of preparation of written reports, notes, briefings in Ukrainian and English.
- Interest and some experience in working in areas such as: regional/local development, local self-government, reconstruction.
- Native Ukrainian speaker; C1 level of spoken and written English.
- Excellent working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
- Team player with excellent intercultural competences.
- Very good coordination and management skills.
- Excellent communication, presentation and organisational skills.
- Attention to detail combined with the ability to work under pressure and meet deadlines.
- High degree of loyalty and discretion.
- Availability to take on responsibility and a corresponding sense of responsibility.
- Availability to develop core competences and expertise and to develop further.
- Willingness to travel within Ukraine, if required.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until 31 July 2028 with the possibility of prolongation.
