JOB PURPOSE
To lead the development and execution of strategic initiatives that strengthen the Small and Medium Enterprises (SMEs) and startup ecosystem in Oman. The role focuses on enabling growth, innovation, and sustainable opportunities for SMEs and startups by fostering partnerships, building impactful programs, and creating pathways for their integration and collaboration within OIA and its portfolio companies—ultimately contributing to national economic diversification and private sector development.
ROLES AND RESPONSIBILITIES
• Lead the development and execution of OIA’s SME and Startup Development Strategy, aligned with national priorities and OIA’s Local Content objectives, to expand SME participation across OIA’s portfolio companies.
• Identify and unlock growth opportunities for SMEs and startups by analyzing current and future demand across OIA companies, translating procurement needs into scalable opportunities for local businesses.
• Drive industrial localization initiatives by identifying products and services that can be manufactured or delivered locally, enabling the establishment and expansion of domestic SMEs and strengthening Oman’s industrial base.
• Develop and implement a strategic Vendor Development and Management framework to enhance the capability, competitiveness, and integration of local SMEs within OIA’s supply chains.
• Establish and maintain a robust SME and startup database and intelligence platform, enabling effective tracking, segmentation, and engagement of local suppliers and partners.
• Design and deliver targeted capacity-building programs that upskill SMEs and startups, enhance their operational capabilities, and prepare them to meet the standards and requirements of large-scale projects.
• Evaluate business opportunities within OIA companies and facilitate partnerships between SMEs, local corporates, and potential investors to accelerate SME growth and market access.
• Collaborate with government entities, industry stakeholders, and ecosystem partners to identify high-potential sectors and initiatives that increase SME participation in OIA’s value chain.
• Develop and oversee a prioritized list of products and services for localization, ensuring continuous assessment, market validation, and regular updates based on evolving demand.
• Champion local manufacturing initiatives by recommending actionable strategies and partnerships that increase local production and strengthen Oman’s supply chain resilience.
• Lead, mentor, and develop the SME & Startup Development team, fostering a high-performance culture focused on innovation, collaboration, and measurable impact.
• Contribute to the development and continuous improvement of departmental policies, systems, and processes, ensuring alignment with OIA governance standards and best practices.
• Monitor, measure, and report the progress and impact of SME and startup development initiatives, providing regular insights and recommendations to senior management.
• Undertake additional strategic initiatives and assignments as directed by senior management.
Educational qualifications
- Bachelor’s Degree with Specialization in Business Administration / Finance / Supply Chain Management / Engineering or relevant field.
- Professional certifications in Project Management, Investment, Economic Development, or Local Content / In-Country Value programs are preferred.
Work experience
• Minimum of 11 years of progressive experience in roles related to SME development, economic development, investment, supply chain localization, or industry development, with a strong exposure to senior management responsibilities.
• Candidates with investment, private equity, venture capital, or strategic investment experience—particularly those involved in developing SMEs, startups, or industrial ventures—are highly encouraged to apply.
