The Commissioning Manager will be responsible for end-to-end service delivery with regards to Testing and Commissioning from design to Level 5 plus handover on behalf of the Client. The Commissioning Manager will be able to manage a very fast, diverse, and rapidly changing programmes, across potentially multiple projects at different stages.
It is expected that the Commissioning Manager will have the gravitas to successfully influence at all levels across both internal and external stakeholders.
- Responsible for establishing and managing the programme wide commissioning plan and processes, aligned with the Clients and End-User requirements and standards.
- Coordinate commissioning scope, commissioning levels (L1–L5), milestones, and success criteria for all systems. In accordance with the Clients and End-User’s requirements.
- Participate in design reviews in relation to address commissioning requirements and oversee integration into design deliverables.
- Oversee and direct the appointed CxAs to promote consistent execution of commissioning activities across all project phases/ projects.
- Work closely with commissioning agents, construction teams, and OEMs to align the design with commissioning requirements, address commissioning‑driven design issues, and incorporate red‑lines and test outcomes into the final as‑built design.
- Undertake a review of the CxA commissioning documentation, scripts, procedures and test reports to support clarity, completeness, and alignment with project requirements.
- Monitor CxA performance against programme, quality requirements, and contract deliverables.
- Facilitate coordination between CxAs, contractors, OEMs, design teams, and operations stakeholders.
- Oversee safe, controlled execution of commissioning activities in line with the project programme.
- Lead commissioning meetings, workshops, and readiness reviews (L0/L1 readiness, Pre‑FAT, FAT, SAT, IST).
- Drive early engagement with equipment vendors and contractors to confirm commissioning readiness.
- Oversee integrated testing of critical systems such as electrical power systems, cooling infrastructure, BMS/EPMS, fire protection, ICT and security systems.
- Validate that issues identified during commissioning are tracked, resolved, and closed.
- Oversee commissioning activities to promote compliance with applicable codes, standards, and best practices (ASHRAE, Uptime Institute, IEEE, etc.).
- Support commissioning teams by ensuring design intent is clearly reflected in commissioning scripts and test procedures.
- Maintain complete commissioning records including documentation, test results, redlines, checklists, and as‑built updates.
- Review system performance information to support assessment of how well systems align with performance, uptime and resiliency expectations.
- Coordinate handover activities with Operations/Facilities teams to facilitate a smooth transition to production.
- Support training, O&M documentation review, and readiness of the operations team.
- Provide technical expertise and act as a client representative during testing and close out.
- Manage the commissioning programme in alignment with the overall project schedule.
- Identify commissioning risks and implement/ lead mitigation strategies early.
- Provide accurate forecasting and reporting to senior leadership.
- Provide regular T&C updates/status to senior leadership with any potential issues and solutions to avoid impact on programme.
- Provide strategic advice to senior leadership in regard to T&C processes, methodologies, plans, execution.
- Provide support and work closely with the portfolio-wide PMO team during execution of the Clients projects.
- Facilitate lessons learned documents from each project to assist in the development of internal commissioning policies / processes. Commissioning Manager
- Support and provide input and advice during procurement of the Client’s delivery partners (contractors, consultants, CxA etc.). Including development of scope of works / scope of services / employer’s requirements from a T&C aspect, responding to tender queries and all-round T&C technical support.
- Bachelor’s degree in; Mechanical, Electrical, or related engineering discipline or a relevant field.
- Recognised CxA, CCP, LEED, Project Management qualifications or anything similar is advantageous.
- Recognised Project Management qualifications are advantageous.
- Uptime Institute Accredited Tier Designer (ATD) or Accredited Tier Specialist (ATS) are advantageous.
Skills and behaviours
- Minimum of 8 years’ experience
- Minimum of 5 years’ experience in Testing and Commissioning management
- Data Centre experience
- Previous experience within a data centre lease provider/developer environment is advantageous.
- Previous experience in the Middle East region is advantages
- Written and spoken English language skills
- Experienced in Client facing role
- Strong understanding of data centre testing and commissioning L1-L5
- Demonstrate experience delivering commissioning across all levels (L1-L5)
- Deep knowledge of data centre design principles, including redundancy strategies, thermal management, electrical resilience, and Uptime Institute Tier concepts
- Ability to interpret detailed design documents, specifications, schematics, and commissioning plans.
- Understanding of relevant codes and regulations
- Proficiency in commissioning software/tools, reporting platforms, and standard office applications
- Previous experience with hyperscale data centre clients and standards/ delivery methodologies is advantageous
Location and travel
- The post holder will be based in our office location in Qatar, or on our client site office
- There will be a requirement for very occasional travel across the region / sites
