CEPI is an innovative partnership between public, private, philanthropic and civil organisations. Its mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need.

CEPI’s work has delivered world firsts for vaccines against many of its priority pathogens including the first licensed Chikungunya vaccine, the first ever Lassa fever, Nipah and MERS vaccines to reach Phase II trials and the first Rift Valley fever vaccine candidate to be studied in Phase II in an endemic region. CEPI has also supported programmes to generate much-needed data to expand access to Ebola and Mpox vaccines. CEPI was among the first funders of COVID-19 vaccines, ultimately building one of the world’s largest portfolios, seven of which were licensed. The Coalition also conceptualised and co-founded COVAX, which delivered nearly two billion doses of COVID-19 vaccines to 146 countries , saving an estimated 2.7 million lives in lower-income regions.

Central to CEPI’s pandemic-beating plan is the ‘100 Days Mission’ – its goal to develop safe, effective and accessible vaccines against new threats in just 100 days.

CEPI is seeking funding to execute CEPI 3.0, its 2027-2031 strategy, which will systematically reduce the likelihood and impact of epidemics and pandemics by driving the 100 Days Mission towards an operational reality.

About the role

Reporting to the Director Innovative Financing and Manufacturing (IFM), the Senior IFM Manager supports CEPI’s innovative financing efforts within PDM by contributing to the delivery of financing agreements, viable business models, and investment-ready facilities that advance equitable vaccine access and strengthen CEPI's manufacturing network in low- and middle-income countries. This is a full time fixed term position for 3 years.


Responsibilities

  • Drive the day‑to‑day implementation of CEPI’s innovative financing activities within PDM, ensuring strong execution aligned with CEPI priorities.
  • Support structuring and delivery of innovative financing agreements that de‑risk vaccine manufacturing investments in target regions and support sustainable, resilient production capacity.
  • Coordinate and contribute to outreach and relationship‑building efforts, leveraging CEPI’s convening role to align partners around shared objectives and catalyse joint public - private investment in vaccine manufacturing and preparedness.
  • Develop and apply financial models, including market access strategies, risk‑mitigation approaches, and due‑diligence assessments for manufacturers and manufacturing innovation partners.
  • Support design and operationalisation of blended finance mechanisms with investors and development finance institutions, ensuring alignment with PDM and CEPI’s strategic priorities.
  • Provide analysis on financing instruments, including Advance Market Commitments (AMCs), volume guarantees, and other mechanisms that can secure demand, reduce cost of capital, and support continuous manufacturing to lower cost‑of‑goods.
  • Collaborate across internal CEPI teams and with external partners to leverage public and private financing opportunities, strengthen coordination, and support knowledge‑sharing across projects and geographies.
  • Manage complex, multi‑stakeholder workstreams to ensure timely implementation of financing mechanisms and progression of manufacturing investments.


Education, Experience and Competence

  • Advanced degree (MSc, MBA preferred) in relevant field.
  • 6+ years of experience in strategy consulting, financial institutions, and/or the pharmaceutical industry and/or relevant government/non-profit organization, with proven track record in strategic planning, project management, and investment analysis in HIC and LMICs.
  • Experience in strategy development and project management, obtained through experience in management consulting, financial institutions, pharmaceutical companies, or government / non-profit organizations.
  • In-depth understanding of blended finance with a focus on global health investments, with experience assessing tools such as liquidity facilities, concessional financing, or guarantees to support health manufacturing investments.
  • Experience with innovative financing instruments outside of global health (e.g., climate x health) helpful but not required.
  • Experience in financing vaccine development and manufacturing, obtained through experience in working with DFIs or impact investors.
  • Proven track record in working with DFIs and funders to develop and operationalize new financing initiatives to address funding gaps and de-risk private sector participation. Preferred experience on developing multi-country financing agreements and aligning stakeholders to pursue new funding initiatives outside of status quo.
  • Experience in conducting strategic assessments, investment landscape diagnostics, and financing opportunity analyses to identify health manufacturer needs and priority financing instruments to support manufacturer growth.
  • Broad understanding of vaccine manufacturing and current challenges in vaccine development.
  • Experience with manufacturing targeting endemic regions of low to middle-income countries a plus.
  • Experience in working with manufacturers.
  • Strong project management skills, with the ability to plan, prioritize, and deliver in matrixed organizations.
  • Able to operate and adapt successfully in a frequently changing environment.
  • Outstanding technical written, verbal and interpersonal communication skills.
  • Strong interpersonal skills, able to work in different roles in various projects and cultural environments, to reach consensus and develop effective international collaboration.
  • Experience working across cultures and countries (internationally) is preferred.


Travel and Location Requirements

  • This role is based in the UK, Norway or the US
  • Up to 30% international travel
