The Head of Data Analytics provides strategic leadership to advance MOHH’s transformation into a data‑driven, AI‑enabled organization. The role is accountable for shaping and executing the Data Analytics Office (DAO) strategy, strengthening enterprise data foundations, embedding analytics and AI into core business workflows, and building sustainable analytics and AI capabilities across MOHH.


Operating at the intersection of business, technology, and governance, the role shifts DAO from a traditional analytics delivery function into a value co‑creation and enablement partner, ensuring that data, analytics, and AI are embedded, scalable, trusted, and aligned with the overall MOHH strategy.


Duties

Enterprise Data, Analytics & AI Strategy


a. Define, own, and execute the Data Analytics Office (DAO) strategy to support MOHH’s transformation into a data‑driven, AI‑enabled organization.

b. Translate MOHH’s overall strategy and system‑wide priorities into clear data, analytics, and AI focus areas, roadmaps, and investment choices.

c. Continuously scan and respond to external developments in analytics and AI to ensure DAO priorities remain relevant, pragmatic, and value‑driven.


Data Foundation & Governance Leadership


a. Establish and strengthen enterprise‑wide data foundations as a strategic asset, including data governance, data engineering, data models, and quality standards.

b. Ensure strong data ownership, stewardship, and accountability are embedded into new systems, initiatives, and governance structures across MOHH.

c. Balance innovation and experimentation with trust, reliability, and responsible use of data and AI.


Embedded Analytics & AI Value Creation


a. Drive the embedding of analytics and AI into core business workflows and systems, moving beyond standalone dashboards or pilots.

b. Partner closely with business divisions, the Tech Office, and vendors to co‑design end‑to‑end solutions that integrate process change, analytics, and AI.

c. Oversee the development and actualisation of analytics and AI initiatives to ensure delivery of measurable business and organisational outcomes.


Enablement & Capability Building


a. Build sustainable analytics and AI capabilities across MOHH, focusing on enablement, advisory, and co‑ownership.

b. Champion the development of a strong community of citizen data and AI practitioners supported by platforms, standards, guardrails, and learning pathways.

c. Promote data and AI literacy among leaders and practitioners to strengthen decision‑making and responsible adoption.


Organisational Change & Culture


a. Lead the cultural shift towards evidence‑based decision‑making, experimentation, and continuous learning using data and AI.

b. Position DAO as a strategic partner and value co‑creator.

c. Advocate for data, analytics, and AI as shared organisational capabilities rather than siloed technical functions.


Performance, Outcomes & Stakeholder Management


a. Define and monitor outcome‑oriented performance measures for DAO, including adoption, capability uplift, and value realisation.

b. Communicate progress, trade‑offs, and risks clearly to senior leadership and stakeholders to maintain transparency and trust.

c. Manage resources and priorities to balance near‑term impact with long‑term capability building.


Leadership & Talent Stewardship


a. Lead and develop the DAO team to operate effectively in a rapidly evolving analytics and AI landscape.

b. Shape roles, skills, and ways of working in response to GenAI and automation to ensure sustained relevance and impact.

c. Foster a collaborative, learning‑oriented team culture aligned with MOHH’s values and public healthcare mission.


JOB REQUIREMENTS

Education & Professional Background


a. Bachelor’s degree in a relevant discipline or a related quantitative / technology field.

b. Minimum of 10–15 years of relevant experience in data, analytics, AI, digital, or technology‑enabled transformation roles, with significant leadership responsibility at the enterprise or function‑head level.

c. Demonstrated experience leading organisation‑wide data, analytics, or AI initiatives, preferably in complex, regulated, or large‑scale environments.


Leadership & Strategic Capability


a. Proven ability to operate at the intersection of business strategy, technology, and governance, translating organisational priorities into executable data and AI strategies.

b. Strong track record in driving transformation and change, including repositioning teams from delivery‑centric models to enablement and value co‑creation roles.

c. Experience engaging senior leadership and diverse stakeholders, with the credibility to influence decisions across functions and organisational boundaries.

d. Demonstrated people leadership capability, including talent development, capability shaping, and leading teams through rapid technological change.


Data, Analytics & AI Expertise


a. Strong conceptual understanding of enterprise data foundations, including data governance, data engineering, data models, and data quality management.

b. Practical experience embedding analytics and AI into business workflows and systems, rather than delivering standalone dashboards or proofs‑of‑concept.

c. Sound understanding of the evolving GenAI landscape and its implications for analytics, productivity, and organisational ways of working.

d. Ability to balance innovation and experimentation with responsible, secure, and trustworthy use of data and AI.

e. Hands‑on familiarity with modern analytics, BI, and AI platforms, without requiring deep technical specialisation.
