Position Summary
The Scrum Master is a key contributor to public sector program delivery, ensuring Agile projects are executed with discipline, transparency, and alignment to mission objectives. This role facilitates Agile ceremonies, promotes adherence to Scrum values, and supports high-quality, on-time delivery across complex technical environments. The Scrum Master partners closely with Program and Project Management leadership and collaborates with cross-functional teams to manage resources, resolve impediments, and maintain project momentum. This individual is expected to remain current on Agile best practices and public sector standards while consistently delivering well-structured, high-performing solutions.
A Glimpse into the Daily Routine of a Scrum Master
A Scrum Master begins the day by leading stand-ups, reviewing team progress, and clearing blockers. They facilitate backlog refinement, sprint planning, reviews, and retrospectives while working closely with internal and external stakeholders to communicate risks, issues, and delivery status. Availability during core customer hours and support for in-person collaboration are essential. The role includes mentoring teams on Agile practices, monitoring metrics, aligning workstreams with the Project Manager, and supporting application development and cloud migration initiatives. Continuous improvement of communication, processes, and delivery practices is central to the role.
Essential Duties and Responsibilities
- Facilitate Scrum ceremonies including stand-ups, sprint planning, backlog refinement, sprint reviews, and retrospectives.
- Coach teams and leaders on Agile principles, frameworks, and best practices.
- Integrate new team members into Agile workflows and support distributed teams in adopting consistent processes.
- Identify, remove, or escalate impediments in partnership with the Project Manager.
- Promote collaboration across teams, stakeholders, and leadership to maintain transparency and alignment.
- Maintain Agile tracking systems and provide meaningful metrics through dashboards and reporting.
- Support engineering practices such as TDD, CI, CD, automated testing, and story-level quality practices.
- Assist the Project Manager in managing scope, risks, dependencies, and resources across workstreams.
- Ensure compliance with government contracting requirements and security standards.
- Contribute to documentation including requirements, functional specifications, process flows, and user guides.
- Provide guidance throughout the development lifecycle to ensure high-quality delivery.
- Build and maintain stakeholder relationships through clear communication and active engagement.
Qualifications Minimum Education & Experience Requirements
- Bachelor's degree in a related field and 10 years of experience including a cloud or project management certification, or 10 years of relevant experience in lieu of a degree.
- Active clearance or Public Trust (DOJ preferred).
Additional Requirements
- Availability during customer business hours.
- Ability to work remotely with occasional on-site support in Washington, DC.
- U.S. Citizenship required.
- 10+ years of experience as a Scrum Master on large-scale development initiatives.
- Strong knowledge of Agile frameworks including Scrum, Kanban, Lean, and SAFe.
- Certifications such as CSM, A-CSM, or equivalent.
- Experience using Agile tools such as Jira or Confluence.
- Familiarity with cloud migration work and enterprise software environments.
- Experience with Agile techniques including story writing, story pointing, ATDD, TDD, CI, continuous testing, and automation.
- Strong organizational, problem-solving, and conflict-resolution skills.
- Able to work with minimal supervision in evolving environments.
- Skilled at drafting structured documentation using Microsoft Office.
- Excellent communication skills across technical and non-technical audiences.
- Strong analytical mindset with ability to support technical discussions.
- Self-motivated and effective in both collaborative and independent settings.
- Detail-oriented with a commitment to high-quality work.
- Able to estimate effort, manage timelines, and deliver to deadlines.
- Ability to work an Eastern Time Zone schedule.
Nice-to-Have Skills and Experience
- Certifications such as PMI-ACP or SAFe Agilist.
- AWS certifications such as Cloud Practitioner or Solutions Architect.
- Experience leading Agile transformation initiatives.
- Familiarity with Java frameworks, WebSphere, GlassFish, or z/OS.
- Knowledge of CI/CD pipelines, automated testing, and DevSecOps practices.
- Experience mentoring junior Scrum Masters.
- Awareness of evolving cloud technologies and public sector modernization practices.
