Role Overview
The Finance Supervisor – Fiber Infrastructure Project is responsible for overseeing the financial coordination and supporting the field supervision of terrestrial infrastructure activities associated with the submarine cable project. This includes connectivity between the Cable Landing Station (CLS), terrestrial fiber routes, and integration with the national fiber network.
The role primarily focuses on project financial management, including budgeting, CAPEX and OPEX monitoring, vendor coordination, and contractor payments. The supervisor will also oversee site activities to guarantee the execution of infrastructure deployment in accordance with approved project plans and timelines.
Key Responsibilities
Project Financial Management (Primary Responsibility)
- Manage and monitor CAPEX and OPEX budgets related to fiber infrastructure and Cable Landing Station connectivity.
- Track project expenditures and maintain financial records for materials, civil works, and fiber deployment activities.
- Coordinate with project management and finance teams to ensure budget alignment and financial control.
- Review and validate contractor invoices, vendor payments, and material supply costs prior to approval.
- Prepare financial forecasts, cost reports, and project expenditure summaries.
- Monitor procurement costs related to fiber cables, ducts, joint chambers, CLS equipment, and other infrastructure materials.
- Coordinate financial matters with international vendors and equipment suppliers involved in the submarine cable project.
- Track financial transactions related to material supply between suppliers and deployment contractors.
- Ensure milestone-based payments are aligned with material delivery and installation progress.
Vendor & Contractor Coordination
- Coordinate with deployment contractors, civil contractors, and international suppliers to ensure financial and contractual compliance.
- Monitor vendor performance related to material delivery schedules and financial obligations.
Field Supervision Support
- Support supervision of installation works related to fiber optic cables, ducts, handholes, and joint chambers connected to the fiber infrastructure project.
- Monitor site activities to ensure compliance with approved engineering designs, quality standards, and safety requirements.
Reporting & Documentation
- Prepare periodic reports covering project progress, financial status, and contractor performance.
- Maintain proper documentation for financial records, vendor coordination, and project reporting.
Qualifications
- Diploma or Bachelor’s Degree in Finance, Accounting, or a related field.
- Experience in project budgeting and financial planning.
- Experience in CAPEX and OPEX monitoring and cost control.
- Experience handling vendor payments, contractor invoices, and procurement-related financial processes.
- Experience coordinating with international vendors and suppliers.
- Experience in financial reporting, budgeting, and project cost tracking.
