Job Purpose: The Project Finance Manager is responsible for the successful planning and execution of projects within the Ukraine programme relating to revenue and expenditure.

About the role:
The role is responsible for project budget development, financial monitoring, donor reporting, and ensuring compliance with donor and organizational financial requirements.
Responsibilities:
Budget development and Planning
- Develop detailed original project budgets in Adaptive Planning and translate them into donor-specific formats
- Ensure all budgets comply with donor requirements, HALO budgeting processes, and broader programme needs
- Deliver budgets within agreed timelines and standards
- Monitor the financial performance of active contracts, collaborating with relevant departments to ensure:
- Compliance with budgetary and contractual obligations
- Adherence to HALO Global Budget Framework Terms and Conditions
- Identify and report significant budget deviations promptly to the Deputy Head of Projects
- Support the development and implementation of corrective action plans as needed
- Prepare reforecasts in Adaptive and donor formats when project delivery deviates from the original plan
- Work cross-functionally to revise plans while maintaining compliance with donor and internal requirements
- Provide detailed variance analysis and explanatory narratives
- Prepare accurate interim and final donor financial reports, ensuring:
- Alignment with underlying financial data
- Consistency with narrative reports
- Timely submission in line with donor deadlines
- Regularly review project expenditures to ensure cost eligibility
- Process financial transactions related to project activities
- Verify that all supporting documentation is complete, appropriate, and audit ready
- Deliver ad hoc financial reports, spend-out plans, budgets, and reforecasts as required
- Provide clear documentation of underlying assumptions and justifications
- Provide transactional reports/documentation for grant/contract audits
- Work within the framework of HALO's core values and standards
- Ensure familiarity with and adhere to all HALO policies and procedures
- Undertake the role in a manner appropriate to the cultural context and within the local legal framework
- Understand and uphold the standards outlined in HALO's safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that meets HALO's work and reporting concerns if they arise
- Discharge duties and responsibilities under HALO's health and safety procedures
- Carry out any other duties as directed to meet the finance groups standards and operational requirements
General:

Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding
Requirements
Essential:
- Bachelor's degree in finance, Accounting or a related discipline
- Experience in financial management roles
- Excellent understanding of statutory reporting and accounting standards Exceptional interpersonal and communication skills
- Exceptional organizational skills and ability to manage multiple deadlines.
- Experience of mentoring and advising senior management
- Strong numeracy and IT skills essential, and proficient in the use of Microsoft Office
- Proven experience in developing and monitoring budgets
- Fluent in written and spoken English
- Working in the INGO sector
- Experience working with donor-funded projects, financial planning systems such as Adaptive Planning, and familiarity with INGO financial compliance and reporting standards
- Strong financial analysis and budgeting and forecasting skills, excellent organizational and communication abilities, attention to detail, and the capacity to manage multiple deadlines while collaborating effectively with cross-functional teams
- Occasional travel may be required depending on project or operational needs
- Local overseas allowance of $350 monthly

- 49 days of leave annually (weekend inclusive, equivalent to 7 weeks of pay leave)
- Three economy return flights to the member's official home address (or an alternative location up to an equivalent cost)
