- The consultant shall perform the deliverables independently but in close cooperation with the Digital Euro Project Management Office Team. The consultant performing the deliverables is to this extent expected to independently collect the information required for the tasks/activities, analyses information in a systematic way, and meet defined deadlines for the relevant deliverables.
- The CLIENT and the Contractor shall hold monthly progress meetings to follow up on the performance of the deliverables. The progress of the performance of the deliverables will be documented in progress reports. The parties will specify the meeting and reporting frequency and modalities by mutual agreement.
- For any liaison between the CLIENT and the Contractor regarding the performance of the deliverables, the Contractor shall appoint a contract manager to act as the single point of contact between the digital euro team and the Contractor’s consultant. Moreover, s/he will be responsible for coordinating the provision of the deliverables by the consultant, by providing instructions and monitoring the performance of the tasks.
- Due to the level of confidentiality of the data, the services must be provided exclusively from within a European Economic Area (EEA)2 member state.
The Contractor shall provide the CLIENT with planning-, project-, risk-, and business management services that shall result in the following non-exhaustive list of deliverables:
1. Collect from key personnel in the project information on the progress according to the project plan, completion of milestones and proposals for updates to the project plan. Analyse the project’s progress and create summarising reports and presentations.
2. Compile proposed updates of the project plan and verify them against project assumptions and dependencies and conduct the interaction with project controllers.
3. Establish and provide information on the progress according to the project plan, completion of milestones and proposal for updates to the project plan to the Project Management Office
4. Propose updates to the Risk Register, organisational aspects and the Project Plan
5. Prepare a monthly status report for the Digital Euro Project Steering Group. 6. Monitor and report on the consumption of resources during the project phase. If needed, prepare an update of the Financial Envelope for the respective project phase. 7. Establish automated report generation procedures in an easy to access format, e.g. dashboards using VBA, PowerBI and/or PowerAutomate
Essential requirements The CLIENT has the right to exclude offers where the individual consultant does not meet the following requirements:
a) Proven 2 years of experience in project management – potentially but not necessarily as a project manager, preferably but not necessarily in European institutions.
b) English language skills of at least C1 level according to the Common European Framework of Reference (CEFR)4 for languages.
c) At least 2 years of proven experience with one of the established project management methodologies PMP, Prince2 or PM?.
d) At least 2 years of proven experience using Excel for financial planning.
Expected requirements:
a) Experience in project management.
b) Proven in-depth experience in the use of a project management software (e.g. MS Project) to set up and track complex projects, including tasks, deliverables, milestones, resources, budget and risks.
c) Experience in using Visual Basic for Applications (VBA). d) Experience in using data visualization and reporting tools.
