Requirements

  • University degree in IT combined with relevant IT professional experience of 17 years;
  • Proven track record of managing and prioritising a complex product backlog, defining product roadmaps, and delivering incremental value in short iterations;
  • Experience working on IT systems that support public administration, regulatory compliance, or policy implementation (e.g. reporting obligations, licensing or permitting systems, registries);
  • Proven ability to work with legal texts and delegated/implementing acts to derive clear system requirements;
  • Ability to specify and validate conceptual API designs (REST/JSON or equivalent) and to ensure that API capabilities support business and legal needs;
  • Experience managing products in an ecosystem where GUI front‑ends and machine‑to‑machine interfaces must remain aligned;
  • Experience with products deployed on public cloud environments and using managed services (e.g. database, object storage, logging/monitoring, etc.);
  • Understanding of operational constraints and opportunities in using centralised corporate solutions and/or cloud‑based solutions (availability, observability, security, cost implications) and ability to factor these into product decisions;
  • Familiarity (conceptual, not necessarily hands‑on) with technologies similar to those in the current stack (e.g. Java EE / WebLogic, Oracle databases, S3‑like storage, Elasticsearch, Angular‑based front‑ends);
  • Strong experience in facilitating workshops and requirement‑gathering sessions with heterogeneous stakeholders (e.g., policy units, IT, Member States, external partners);
  • Knowledge of DevSecOps principles;
  • Product Owner / Agile certifications such as Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO I/II), SAFe Product Owner/Product Manager or equivalent is required;
  • Excellent command of the English language.
