Ukraine is facing a humanitarian crisis that is worsening every day. Since the escalation of the armed conflict on 24 February 2022, the destruction of vital civilian infrastructure continues to rise, leading to the destruction of homes across the country and cutting off access to critical services for millions of people. People are fleeing their homes to try to find safety elsewhere within the country and are crossing borders into neighboring countries and beyond.
With the humanitarian situation in Ukraine and neighboring countries deteriorating rapidly, the International Red Cross & Red Crescent Movement have activated all their emergency response mechanisms. Along with ICRC, IFRC, Ukrainian Red Cross and National Societies, the French Red Cross is undertaking a rapid and coordinated response. As the conflict is extending over the time, Movement partners are pursuing their collaboration to answer the needs, all over the country.
Position
Under the supervision of the Head of Delegation, the Administration/Finance/HR Delegate will be in charge especially of (non-exhaustive list):
- Set up and ensure all the administration/finance/HR department of the FRC delegation.
- Administrative and financial management of the program: in compliance with local legislation, implementation of procedures, management of financial resources (accounting, cash flow, budgets, financial reports, etc.);
- Ensure and follow-up the implementation of a consistent HR policy
- Ensure the management and the administrative and financial implementation of the projects;
- Prepare intervention projects and financial reports;
- Ensure administrative, financial and HR management consistency throughout the missions;
- Provide capacity building to the Ukrainian RC in finance, administrative and HR related matters.
- Represent FRC in all finance, administrative and HR platforms and meetings
- Coordination within the RCRC Movement counterpart (IFRC, ICRC, NS, PNS...) and with other humanitarian actors
Reporting relationship: Reported to the FRC Head of Delegation
Managing and Operational links: Manages the finance senior officer
Collaborates Internally With
- HQ Finance controller
- HQ International HR department
- UA delegation : logistic Coordinator, logistic assistant, Programme coordinator, programme manager, programme specialist.
- FRC HQ support services (Desk, Finance, Logistics, MEAL, Technical departments, Compliance & Audit, Security Management, etc.)
- Financial Director or relevant counterpart of the Ukrainian Red Cross
- Admin and HR Managers of the Ukrainian Red Cross
- URCS relevant counterparts including the National Committee and the Regional Office
- Counterparts and colleagues within the RCRC Movement
Qualifications And Experience
Education : Bachelor degree in Business Administration/Finance
Experiences
- Minimum of 3/5 years of demonstrable relevant experience in a similar position.
- Experienced in the presentation of reports
- Experience in major donors reporting and contract management
- Experience in the region and specifically in Ukrainian context is a strong asset
Mandatory job requirements
- Previous experience of facilitating staff training and on-the-job coaching.
- Knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls is essential
- Ability to communicate effectively with key stakeholders, especially national partners, and adapt to a dynamic environment to achieve objectives.
- Proficiency in Office (Word, Excel, PowerPoint), networking (G-Suite/Google Workspace)
- knowledge of SAGA software is an asset.
- Knowledge of the Red Cross / Red Crescent Movement and FRC
- Restraint, patience and diplomacy in institutional liaison and relationship building
- Ability to work in multicultural team
- Ability to work in complex environment with tight security regulations
- Ability to work under pressure including deadlines
- Excellent command of English required (spoken and written)
- Ukrainian and/or Russian would be a strong asset
- French would also be an asset
- Passport valid for more than 6 months at the time of departure
- Up-to-date vaccination records / fitness to travel
- Full vaccination schedule required
- Type of status: expatriate
- Type of contract: Fixed-term contract under French law
- Salary: According to the classification of the position on the CRf grid and the experience of the candidate
- Per diem: daily per diem which varies according to the country
- Leave: 10 to 15 days minimum every 6 months - Airfare paid at 100% by CRF for home travel
- Health coverage: CFE + Mutuelle MSH (covered 100%) - covered at 75% by the CRF
- MedEvac/repatriation insurance: YES
- Other insurances: Provident insurance (death and disability)
- Location: Kiev - UKRAINE
- Duration: 12 months (renewable)
- Starting date : April 2026
