Azooa is currently preparing a response to RFQTS Y26-CS001 and is seeking Expressions of Interest (EOI) from experienced professionals interested in the role of JSTE Engineer (Network Engineer – Level 4) supporting the Joint Simulation Training Environment (JSTE) capability within the Australian Defence Organisation.
This opportunity forms part of the Joint Collective Training Branch (JCTB) workforce responsible for delivering and sustaining Defence’s distributed simulation and training infrastructure used to support major Australian Defence Force (ADF) exercises, joint training activities, and mission rehearsal environments.
If you are a Network Engineer with experience in complex, secure environments and an NV1 security clearance or higher, this role offers the opportunity to contribute to one of the most advanced Defence simulation training capabilities in Australia.

🧭 About the Program – Joint Simulation Training Environment (JSTE)
The Joint Simulation Training Environment (JSTE) provides the Australian Defence Force with a world-class distributed training capability that enables large-scale joint and coalition exercises across the Army, Navy and Air Force.
JSTE integrates advanced Live, Virtual and Constructive (LVC) simulation technologies that allow personnel to train together within a synthetic battlespace, enabling realistic training without the cost and risk associated with live operations.
Through this capability, Defence can conduct:
• 🎯 Mission rehearsal and operational preparation
• 🧠 Operational experimentation and concept development
• 🤝 Joint and coalition training exercises
• 🛡 Capability validation and joint force integration
The system enables distributed simulation environments to connect multiple Defence sites and allied partners into a single integrated training network.
Key program activities include:
• 🔗 Integration and sustainment of the Joint Live Virtual Constructive (JLVC) ecosystem
• 🌐 Deployment and sustainment of simulation network infrastructure across Defence sites
• 🤝 Integration with allied simulation capabilities and coalition training environments
• 🛠 Support for major ADF joint training exercises
• 🧪 Engineering, testing and validation of distributed simulation systems and infrastructure
• 🔒 Implementation of secure and resilient network environments supporting Defence operations
The program is a critical enabler of modern joint training, ensuring ADF personnel can train together using realistic operational scenarios.
💻 Role Overview – JSTE Engineer (Network Engineer)
The JSTE Engineer (Network Engineer – Level 4) provides specialist technical expertise supporting the deployment, configuration, integration and sustainment of network infrastructure that underpins the Defence simulation environment.
The role supports the technical backbone of distributed simulation networks, ensuring systems remain secure, reliable and operationally ready to support training activities and major joint exercises.
Working as part of a multi-disciplinary technical team, the Network Engineer will collaborate closely with Defence engineers, simulation specialists, vendors and capability delivery teams.
This position contributes directly to ensuring the network infrastructure supporting simulation systems remains robust, resilient and compliant with Defence security standards.
The role may also support the technical delivery of major ADF exercises, assisting with infrastructure readiness, troubleshooting and technical control activities.
🛠 Key Responsibilities
The JSTE Engineer will be responsible for supporting the design, deployment, sustainment and troubleshooting of network infrastructure supporting Defence simulation capabilities.
Key responsibilities include:
• 🌐 Deploying, configuring and maintaining network infrastructure supporting simulation and training environments
• 🔗 Supporting integration of systems within the Joint Live Virtual Constructive (JLVC) ecosystem
• 🛡 Ensuring network solutions comply with Defence engineering standards and security requirements
• 🔎 Diagnosing and resolving network performance issues impacting simulation environments
• ⚙️ Supporting distributed simulation infrastructure used during ADF exercises and training activities
• 🎮 Participating in Technical Control (TECHCON) and Simulation Control (SIMCON) teams during exercises
• 📝 Developing and maintaining technical documentation, configuration records and network artefacts
• 🔧 Supporting configuration management and infrastructure sustainment activities
• 🤝 Collaborating with Defence engineers, contractors and vendors to deliver capability outcomes
• 🚀 Supporting infrastructure deployment activities associated with new simulation capabilities and upgrades
This role plays an important part in ensuring that the network infrastructure supporting the JSTE environment remains reliable and operational during complex training events.
🎓 Required Experience
We are seeking experienced professionals with strong network engineering capability within complex IT or secure environments.
Successful candidates will demonstrate experience in:
• 💻 Network engineering or IT infrastructure operations
• 🌐 Working with enterprise-level network environments
• 🏢 Supporting secure or high-availability infrastructure environments
• 🔎 Troubleshooting complex network and connectivity issues
• 🧠 Strong analytical and problem-solving capability
• 📄 Producing technical documentation and configuration artefacts
• 🔄 Familiarity with ITIL service management practices
• 🤝 Working within multi-disciplinary technical teams
⭐ Highly Desirable Experience
The following experience will be highly regarded:
• 🛡 Experience working within Defence or national security environments
• 🎮 Experience supporting distributed simulation or training environments
• 🎖 Experience supporting Defence exercises or operational technology environments
• 🌐 Familiarity with distributed network architectures used in simulation systems
• 🧪 Experience supporting integration testing or capability validation activities
Professionals with experience working on Defence simulation platforms, training systems or exercise support environments will be particularly valuable to this program.

📍 Location: HMAS Harman, Australian Capital Territory
📅 Contract Duration: 01 September 2026 – 31 August 2029
🔁 Extension Options: 2 × 12-month extensions
🛡 Security Clearance: NV1 or higher required
Due to the nature of this work, candidates must hold an active Australian Government security clearance.
