About INCERT
INCERT is a centre of expertise providing services and solutions based on knowledge and experience acquired in cryptography, Public Key Infrastructure (PKI), eTravel document, biometry and artificial intelligence.

The position
Within the scope of its current activities and its incoming ones, INCERT is now recruiting a R&D Engineer for a permanent position.
As part of the Standards and Regulations team, the R&D Engineer will contribute to the design and implementation of prototypes, proof-of-concepts (PoCs), and pre-production solutions. These will either serve as the basis for new solutions or enhance INCERT’s existing portfolio.
The role focusses on prototype design and development, possibly tackling back-end development and/or integration into mobile devices. Knowledge and interest in cybersecurity and cryptography considered a strong plus. The successful candidate will play a significant role in translating international specifications, research papers, or business requirements into tangible prototypes, and working closely with INCERT internal teams to mature them into operational solutions.

Your responsibilities
- Analyse requirements from international standards and specifications and design, specify, and develop prototypes;
- Identify, plan, and implement new features based on INCERT project requests;
- Suggest and implement new applications, tools and protocols;
- Remain up-to-date with technologies, concepts and best practices for coding applications;
- Collaborate closely with the Solutions teams to address innovation needs regarding application functionality and design;
- Complete and update INCERT documentation associated to prototypes; and
- Demonstrate innovation for good practices implementation.
YOUR PROFILE
Technical skills and education
- A Bachelor/Master's degree in Computer Science or relevant field;
- Experience in back-end and PoC/prototype development using at least one back-end language (e.g. Java, Python, C/C++, C#, etc.);
- Experience in mobile application development using both native frameworks (Android – Java/Kotlin, iOS – Swift/Objective-C) and/or hybrid frameworks (Ionic, Capacitor or React Native) would be appreciated;
- Knowledge of OpenID Connect (OIDC), OAuth 2.0, and token-based authentication flows is considered a plus; and
- Ability to read, understand, and implement international standards and research outputs.
Considered as a strong asset
- Knowledge of cryptography; and
- Experience with Java back-end development.

- Ability to contribute to complex projects, solve issues and take decisions in a timely manner;
- Strong troubleshooting and debugging abilities;
- Capacity to understand complex topics and to simplify them for the audience;

- Have good verbal and written communication skills;
- Strong team player with the ability to work independently;
- Act with a high sense of confidentiality and integrity; and
- Be fluent in English. French, Luxembourgish and German are considered assets.
