We are seeking a Program Manager to lead the delivery of a major trunk sewer replacement and rehabilitation initiative involving large-scale water and wastewater infrastructure. Operating on the owner’s side, this role will oversee a portfolio of capital projects while ensuring alignment across engineering teams, Project Managers, and internal leadership.

The Program Manager will provide strategic oversight of program execution, maintain strong governance and reporting structures, and ensure complex linear infrastructure projects are delivered safely, efficiently, and in alignment with organizational priorities. Working closely with internal stakeholders and senior leadership, this individual will bring structure, coordination, and accountability to the program while supporting the performance of Project Managers responsible for individual project delivery.

Key Responsibilities

• Provide strategic oversight for a portfolio of water and wastewater infrastructure projects
• Ensure alignment between program delivery, organizational priorities, and capital plans
• Guide and support a team of Project Managers responsible for project execution
• Monitor project performance, schedules, budgets, and risks across the program
• Work closely with internal leadership, engineering teams, and operational stakeholders
• Maintain clear communication and alignment across departments
• Maintain strong program controls, reporting, and financial oversight
• Ensure projects are delivered in accordance with engineering and regulatory standards

What We Are Looking For

• 10+ years of experience delivering large-scale water, wastewater, or municipal infrastructure projects
• Experience managing or supporting major linear infrastructure projects such as trunk sewers or large water mains
• Experience working on the owner’s side or within a municipal/utility environment
• Demonstrated ability to lead Project Managers and oversee complex capital programs
• Strong stakeholder management and leadership experience within infrastructure delivery environments
