New Value Solutions, a national IT consulting company, is seeking a Business Analyst to provide senior‑level business analysis services for a public‑sector client. This role supports the analysis, design, and improvement of business processes and application systems by documenting requirements, evaluating existing procedures, and supporting solution development and implementation. The consultant will work closely with business and technical stakeholders to ensure business needs are accurately translated into effective and testable solutions.

Responsibilities:

• Develop and document detailed statements of requirements for considered solution alternatives
• Perform business analysis of functional requirements to identify information needs, procedures, and decision flows
• Evaluate existing procedures and methods, including analysis of database content, data structures, and application subsystems
• Develop and maintain data dictionaries
• Define and document interfaces between manual and automated operations within application subsystems
• Define and document interfaces to external systems and between new and existing systems
• Identify candidate business processes for re‑design and improvement
• Prototype potential solutions, analyze trade‑offs, and recommend preferred courses of action
• Identify required modifications to existing automated processes
• Establish acceptance test criteria in collaboration with the client
• Support and apply selected departmental methodologies, standards, and practices

Requirements:

• 7+ years of relevant experience working as a Business Analyst or in a comparable role
• Strong experience in requirements elicitation, documentation, and analysis
• Demonstrated ability to analyze business processes, systems, and data structures
• Experience defining system interfaces and supporting business process re‑design initiatives
• Experience supporting acceptance testing and defining test criteria
• Ability to work effectively with both technical and business stakeholders
• Strong analytical, documentation, and communication skills
