Position Overview
The Technical & Engineering Director is responsible for leading the engineering function and ensuring the successful technical delivery of complex infrastructure and mixed‑use development projects, from concept through handover. The role provides strategic direction, governance, and oversight across all engineering disciplines to ensure compliance with international standards, contractual requirements, and the company’s business objectives.
Key Responsibilities
- Provide overall leadership and management of the Technical & Engineering Department, including civil, structural and architectural disciplines, ensuring high standards of performance and technical excellence.
- Establish, implement and continuously improve engineering policies, standards, procedures and best practices in line with international codes and project requirements.
- Oversee the full technical lifecycle of major infrastructure, roads, utilities and mixed‑use building projects (design, design review, construction support and handover), ensuring quality, safety, cost and time objectives are achieved.
- Lead the technical component of design‑and‑build and EPC tenders, including preparation and review of technical submissions, value engineering proposals, risk identification and mitigation, and constructability assessments.
- Review and approve design documents, calculations, drawings, specifications and shop drawings, and ensure effective coordination between civil, structural, architectural and MEP disciplines as well as external stakeholders.
- Develop and implement design risk‑mitigation strategies and make decisions on design changes, technical alternatives and value‑engineering opportunities that enhance project outcomes.
- Work closely with Project, Commercial and Contracts teams to address technical aspects of variations, claims, contractual correspondence and technical clarifications with clients and consultants.
- Monitor engineering progress across projects, identify bottlenecks and risks, and ensure timely provision of technical support and solutions to site teams.
- Represent the company in high‑level technical meetings with clients, consultants, authorities and partners, maintaining strong professional relationships and protecting the company’s technical and commercial interests.
- Prepare, manage and control the Technical & Engineering Department budget, including resource planning, allocation and optimization across projects.
- Drive innovation and digitalization within the engineering function through the adoption of advanced modelling, automation tools and interfaces with CAD and other engineering software to improve quality and efficiency.
- Lead the recruitment, onboarding, coaching and development of engineers, ensuring effective succession planning and a strong pipeline of technical talent.
Qualifications and Experience
- Bachelor’s degree in Civil Engineering is required; a Master’s degree in Structural Engineering or a related discipline is preferred.
- Minimum of 20 years of progressive experience in civil/infrastructure and building projects, including at least 8–10 years in a senior technical leadership role (e.g. Technical Director, Engineering Director, Technical Manager).
- Demonstrable experience in the delivery of large‑scale infrastructure, roads, utilities and high‑rise or mixed‑use developments, preferably within the GCC region.
- Strong exposure to design‑and‑build and EPC contract models, including bid preparation, design management and value engineering.
- Professional memberships and certifications (e.g. PMI/PMP, national engineering council registration, LEAN/LEED/GSAS exposure) are highly desirable.
Skills and Competencies
- Deep technical knowledge of civil and structural engineering, including static and dynamic analysis of concrete and steel structures in accordance with international codes (e.g. ACI, AISC, IBC, BS).
- Proven ability to align technical solutions with business strategy, project commercial objectives and client expectations.
- Strong leadership capabilities with a track record of managing large, diverse and multidisciplinary engineering teams.
- Advanced skills in design review, multi‑discipline coordination and resolution of complex technical issues on fast‑track projects.
- Solid understanding of contracts, claims and variation procedures from a technical standpoint, with the ability to support and defend the company’s position.
- Excellent communication, negotiation and stakeholder‑management skills; fluency in English is required, and Arabic is an advantage.
- High level of analytical thinking, problem‑solving, decision‑making and resilience under pressure.
