  • SUMMARY


The Office of Strategic Communications (OSC) provides communications direction and guidance to stakeholders across the NATO enterprise and coordinates strategic communications activities across all NATO civilian and military bodies. The Office carries out full-spectrum communications, analysing the information environment, designing and creating content, managing communications technology and platforms, overseeing media relations, and engaging audiences through a wide range of channels.

The Executive Officer (XO) is responsible for supporting the leadership of the OSC and ensuring the effective and efficient operation of the Office. This includes coordinating taskings within the OSC and providing advice on a wide range of policy and administrative issues. The post holder may be required to travel occasionally and work beyond standard office hours.

  • QUALIFICATIONS AND EXPERIENCE


The incumbent must:

  • possess a university degree in a relevant field;
  • have at least 5 years’ relevant professional experience;
  • have excellent drafting and communication skills;
  • have experience in managing, coordinating and engaging teams, and/or advising senior leaders including prioritising multiple tasks;
  • have the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.


The following would be considered an advantage:

  • experience in communications and/or public relations in an international environment;
  • programme and project management experience;
  • knowledge of NATO’s structure, practices and procedures.
  • MAIN ACCOUNTABILITIES


Planning and Execution. Serve as the OSC’s central point of contact for all issues concerning management, workflow and coordination issues. Support the OSC’s leadership in ensuring the effective forward planning and implementation of the OSC’s main activities and objectives. Support and advise the OSC’s leadership on various administrative, HR, budget and ICT related matters. Represent the OSC at relevant meetings across the NATO HQ.

Policy development. Advise on and contribute to the development of policy work within the OSC. Design, plan, organise and supervise special projects, as required by the OSC’s leadership.

Knowledge Management. Ensure the proper flow of information across the OSC and the NATO enterprise in line with NATO knowledge management procedures and processes. Develop and promote innovative ways of working that improve the overall functioning and coordination of the OSC.

People Management. Oversee the work of the OSC’s Directorate Support team. Manage the Budget Officer, supporting the sound financial management of the Office’s resources. Provide support and guidance to the Assistant to the Deputy Director of the OSC. Promote an inclusive leadership culture.

Perform Any Other Related Duty As Required.

Reporting Line: The Executive Officer reports to the Deputy Director of the OSC.

Interactions: The Executive Officer works closely with the leadership and team members across the OSC, other IS and IMS Divisions/Offices, including the XO community, members of national delegations and other NATO entities.

  • CONTRACT


Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
