JOB PURPOSE:

The Payroll & Compensation Specialist is responsible for executing and processing all payroll‑related operations, ensuring accuracy and compliance in accordance with the Human Resources Law, its Executive Regulations, and HMC Regulations. The role includes validating administrative and financial data, updating employee records in the SAP HR system, preparing monthly and annual payroll reports, processing financial settlements, and coordinating with relevant governmental bodies such as the Ministry of Finance and the General Retirement & Social Insurance Authority to ensure full compliance with approved procedures and regulatory standards.


KEY ACCOUNTABILITIES:


Payroll & Compensation Duties.

  • Prepare and process monthly payroll, ensuring full accuracy and timely execution.
  • Review and update employee records, including hiring, transfers, promotions, leaves, deductions, and end‑of‑service actions.
  • Calculate and verify annual increments, promotions, and associated financial adjustments.
  • Update administrative and financial data in the SAP system.
  • Process financial settlements for new joiners and departing employees, including end‑of‑service benefits.
  • Audit attendance records, working hours, and overtime summaries, and ensure proper payroll reflection.
  • Review and verify employee entitlements related to travel tickets, shipping allowance, and school allowance.
  • Participate in SAP HR enhancements and submit system improvement requests as required.
  • Monitor employee loans and update their financial status.
  • Prepare monthly and annual payroll reports for internal management.
  • Prepare monthly financial reports required by the Ministry of Finance.
  • Prepare documentation and reports required for internal and external audits.
  • Participate in updating and developing payroll and compensation policies and procedures.
  • Provide employees with technical support regarding payroll calculations, deductions, and related queries.
  • Perform any additional tasks assigned by the Head of Salaries and Wages.

Budget‑Related Duties.

  • Contribute to the preparation of the Chapter 1 Budget (Salaries & Wages).
  • Review expenditure reports to ensure alignment with approved budget items and execute required budget transfers.
  • Support the preparation of Chapter 2 Budget.

Retirement & Pension Duties.

  • Submit pension contribution reports for Qatari employees to the General Retirement & Social Insurance Authority.
  • Update financial data in the Authority’s system, including basic salary, social allowance, and housing allowance.
  • Monitor pension deductions and coordinate with the Authority regarding retirement cases, including GCC employees.
  • Add new employees and remove departed employees in the retirement system.
  • Prepare payment requests related to GCC pension contributions.


Professional/Academic Qualifications.

  • Bachelor’s degree in Human Resources, Business Administration, Accounting, or a related field (Master’s degree preferred).


Experience.

  • 9–11 years of experience in payroll in government entities.
