The Opportunity

Reporting directly to the Commissioner, Corporate Services and the Chief Legal Officer (CLO) the Chief Information Officer (CIO) is the strategic architect of the organization’s information lifecycle. The CIO has oversight over a group portfolio comprising of Information Technology, Corporate Communications and Customer Service. This role assumes the stewardship of resident touchpoints at the Town, ensuring that digital tools, public narrative and service interactions operate as a cohesive, high-performance system. The successful candidate is an innovative, technology-forward people leader, and a systems thinker who seeks opportunities to maximize the capacity and strategic value of the functions under their leadership.

This role has the Managers of IT, Corporate Communications, Service Delivery, as well as shared divisional administrative support as direct reports.

As the Director, Corporate Services/Chief Information Officer (CIO) you will perform the following duties, including but not limited to:

  • Oversee the development of a long-term technical roadmap that eliminates legacy constraints and ensures that all technology investments are integrated.
  • Direct the organization’s communication strategy to ensure that the public message is consistent, accurate and aligned with operational reality.
  • Establish the frameworks and protocols that ensure all corporate information is timely and delivered through the most efficient channels.
  • Champion a Lean culture where service capacity increases through operational excellence, ensuring maximum realized value for residents.
  • Lead the transition of the Service Delivery function towards a future-focused service model, prioritizing self-service, automation opportunities and predictive business intelligence.
  • Develop and nurture a work environment that is inclusive, respectful and motivating for staff including staff development, performance management, engagement, and rewards and recognition.
  • Must be able to manage/oversee budget with some advice, and for the Division/Department.
  • Provide information and guidance to Council on key initiatives and reports being submitted for review and approval, through collaboration.
  • Attend Council/Committee meetings, community stakeholder and other public meetings as required; make presentations and provides advice/guidance on relevant matters emerging trends and new/pending legislation and regulatory guidelines affecting the municipality as it relates to the department.
  • Perform additional duties and undertake special projects as assigned.

The Ideal Candidate

We are seeking an experienced professional with a post-secondary degree in Computer Science, Business Administration, Public Administration or closely related field. Our ideal candidate has a minimum of ten (10) years’ related experience in the municipal or private sector and expertise in IT strategy, digital transformation, cybersecurity, and enterprise systems management, with five (5) years of leadership/progressive management experience at a senior level.

Certification in Lean methodologies, such as Lean Six Sigma Black Belt (LSSBB). Certification in change management, such as PROSCI or Certified Change Management Practitioner (CCMP) an asset.

The ideal candidate will have demonstrated ability to make decisions involving long-term strategic policies. We are seeking an individual who has excellent verbal and written communication skills with the ability to handle significant contacts with long-term impacts.

The successful candidate for Director, Corporate Services/Chief Information Officer (CIO will be required to work a flexible schedule, including in the office, remotely and after hours (as required).

This position offers a salary range of $177,961.65 to $222,452.06 plus a competitive benefit package.
