Description

The purpose of the procurement initiative is to add a Senior Product Management capacity to support an organizational level investigation of the Integrated Divisional System (IDS), that will complement the IDS Assessment user research-based Discovery activities of the above project‑level investigation of the Integrated Divisional System (IDS)‑research‑based Discovery activities

This initiative seeks to complete discovery activities that will provide MECP with a comprehensive understanding of:

Requirements & Processes: The requirements and Request For Information (RFI) for moving documents/metadata from the Integrated Divisional System (IDS) into OPSdocs.

IT System Impacts: Potential impacts on related IT systems and infrastructure.

Policy & Strategy Alignment: The implications of this integration for MECP’s compliance with Records Management policies and alignment with Digital Strategy objectives.

Implementation Roadmap: A roadmap for implementation that supports a smooth transition to OPSdocs, minimizes business disruption, enables the success of the Modernization Property Information (MPI) project and provides a detailed roadmap to decommission IDS.

The Senior Product Manager will:

· Lead development and evaluation of the RFI assessing the feasibility, cost, and effort required to migrate records from IDS to OPSdocs.

· Provide strategic guidance to integrate vendor findings with OPS business processes and decommissioning plans.

· Support analysis of the IDS Inventory from a product and organizational perspective.

· Provide guidance and support during Discovery to ensure alignment.

· Work with stakeholders and the project team to document OPSdocs related artifacts in OPS legacy systems.

· Collaborate with stakeholders to validate priorities, risks, and dependencies.

Responsibilities:

  • Responsible for the product planning and execution throughout the product lifecycle, including:
  • Gathering and prioritizing product and customer requirements
  • Defining the product vision
  • Ensuring that the product supports the company’s overall strategy and goals
  • Gain a deep understanding of customer experience:
  • Identify and fill product gaps
  • Generate new ideas that grow market share
  • Improve customer experience
  • Drive growth
  • Create buy-in for the product vision both internally and with key external partners
  • Develop product pricing and positioning strategies
  • Translate product strategy into detailed requirements and prototypes
  • Scope and prioritize activities based on business and customer impact
  • Work closely with the teams to deliver with quick time-to-market and optimal resources
  • Drive product launches including working with public relations team, executives, and other product management team members
  • Evaluate promotional plans to ensure that they are consistent with product line strategy and that the message is effectively conveyed
  • Act as a product evangelist to build awareness and understanding
  • Represent the company by visiting customers to solicit feedback on company products and services

  • Experience working with external third parties to assess partnerships and licensing opportunities
  • Experience running beta and pilot programs with early-stage products and samples becoming an expert with respect to the competition

(40%) Product Strategy, Vision, and Backlog Ownership

  • Lead and manage the product vision, roadmap, and priorities to ensure alignment with business objectives, policy intent, and user needs
  • Define, refine, and communicate product goals, success metrics, and outcomes across business and I&IT stakeholders
  • Own and prioritize the product backlog; ensure items are clearly defined, value‑driven, and sequenced to maximize business outcomes
  • Translate business needs, policy requirements, and stakeholder feedback into actionable epics, features, and user stories
  • Act as the primary decision-maker on scope, trade-offs, and prioritization to balance value, risk, and delivery constraints

(30%) Agile Product Management and Delivery Experience

  • Experience working in Agile delivery environments, collaborating closely with Scrum Masters, development teams, and business stakeholders
  • Participate in and/or lead Agile ceremonies including Sprint Planning, Backlog Refinement, Sprint Reviews, and Retrospectives
  • Provide ongoing clarification of priorities and requirements to support development teams throughout the sprint lifecycle
  • Review and accept completed work to ensure alignment with product goals, acceptance criteria, and user expectations
  • Monitor delivery progress, manage dependencies, and proactively address risks and impediments

(20%) Public Sector and Business Domain Experience

  • Experience working within public sector environments, including governance, approvals, compliance, and accountability requirements
  • Knowledge of business processes related to permitting, compliance, inspections, incidents, enforcement activities, and legal actions (e.g., investigations, prosecutions, convictions)
  • Experience collaborating with policy, program, operational business areas, and I&IT teams to support current‑state and future‑state product evolution
  • Ability to use data, reporting, and operational insights to inform product decisions and continuous improvement

(10%) Tools, Metrics, and Documentation

  • Experience using tools such as Azure DevOps (or equivalent) for backlog management, roadmap tracking, and work item documentation
  • Ability to define and track product performance metrics, KPIs, and benefits realization
  • Experience producing clear product documentation, decision records, and stakeholder communications
