VASS BeNeLux, in partnership with the European Commission, is currently seeking an Expert Data Scientist to work from the European Commission.

The role:

DESCRIPTION OF THE TASKS

The position consists of both general tasks, and specific tasks related to AI tools.

General tasks:

• Interest and acquaintance with engineering, environmental, and Sevilla process aspects,

including understanding the current data collection and analysis workflows:

o Collaborating with stakeholders;

o Ensuring information and data quality, validation, and integrity.

• Developing and maintaining internal documentation, including;

o Creating and updating internal procedures and guidelines;

o Developing and maintaining thematic spaces in the SharePoint platforms

• Additional responsibilities may include:

o Collaborating with stakeholders to identify and prioritise data-driven insights

and recommendations;

o Participating in training and capacity-building activities to enhance AI and data

science skills and knowledge within the team, and the JRC data analyst network.

AI-Powered Technology Scanning

• Develop web crawlers and automated data pipelines to collect information on emerging

technologies.

• Implement AI/NLP models to analyse and categorise technology trends.

• Maintain systems that continuously monitor technology deployment across industries.

• Integrate external data sources, APIs, and databases.

AI-Assisted Data Analysis

• Build tools that process and analyse large volumes of stakeholder input (e.g., consultation

comments, reports, notes).

• Implement Natural Language Processing (NLP) models for:

o text classification

o topic modeling

o sentiment analysis

o summarisation

• Develop dashboards and analytics systems to support policy teams.

Secure Digital Platforms

• Implement data protection and privacy-compliant architectures.

• Ensure compliance with security standards and data governance policies.

• Design systems that allow secure participation in consultation processes.

System Development & Integration

• Design scalable architectures integrating:

o AI models

o databases

o APIs

o cloud services

• Implement CI/CD pipelines for AI-enabled applications.

• Monitor and maintain deployed systems.

• Collaborating on a daily basis with project officers (e.g. authors of the Best Available

Techniques Reference Documents – BREFs), IT services (Unit T6), and relevant JRC

data teams including o participating in agile development methodologies and iterative feedback loops.

SPECIFIC EXPERTISE

The service provider needs to have a consistent career (i.e.: min. level 8) and have developed

excellent knowledge (at least 2 years of professional experience each) in 3 specific expertise areas

that are mandatory for the performance of tasks:

• Computer Science and in particular Artificial Intelligence

• Data Science

• Software Engineering

To have a bachelor of minimum 3 years
