What Success Looks Like In This Job

The Network Administrator is responsible for daily operations and maintenance ensuring the optimal performance, security, and reliability of Adams County network infrastructure. This includes managing and troubleshooting network hardware, such as routers, switches, firewalls, and wireless access points, as well as monitoring network performance and resolving issues to minimize downtime. The role also involves implementing and maintaining security protocols, configuring user access, and ensuring compliance with organizational standards. The Network Administrator will collaborate with IT teams to support the organization’s technology needs, assist in network design and upgrades, and provide ongoing technical support to users. This position requires a strong understanding of networking technologies, problem-solving skills, and the ability to work independently and as part of a team.

Examples of Duties for Success

Primary Responsibilities

  • Install, configure, upgrade, and maintain network hardware including but not limited to routers, switches, IoT, P2P Radios, and wireless access points.
  • Troubleshoot, Maintain and optimize LAN, WAN, WLAN, and cloud network components to ensure uptime and reliability.
  • Monitor network performance, identify bottlenecks, and proactively address potential issues to ensure maximum uptime and service quality.

  • Support infrastructure upgrades, expansions, and modernization initiatives in coordination with Departments, divisions
  • Maintain network documentation such as diagrams, configurations, inventories, and standard operating procedures.
  • Ensure the accuracy of network devices in asset management system.
  • Collaborate with vendors and external partners for network hardware and fiber infrastructure and solutions.
  • Perform installation configuration and troubleshooting of Security camera systems.
  • Respond to and resolve network-related incidents and service requests within established SLAs.
  • Install, configure, and maintain wireless infrastructure including but not limited to wireless LAN controllers, access points, Point to Point (P2P) radios, Distributed Antenna Systems (DAS) and related infrastructure
  • Uphold the County's mission to serve the community with integrity and innovation.
  • Perform additional duties as required.

Improve Processes and Standards

  • Assists in the recommendation of solutions and improvements
  • Assists in the development and maintenance of technical standards, procedures, and techniques for the resolution of network service issues to ensure maximum system availability and performance levels
  • Support network security efforts including implementing best practices and standards, monitoring threats, and assisting in security audits.

Effective Team Member

  • Assist in the creation of procedures and support documentation for routine maintenance and support of the end user computing environment.
  • Consistently demonstrate a very high level of teamwork, partnership, and collaboration.
  • Collaborate with other members of the IT on projects and issues.
  • Work with IT teams and internal customers and vendors to identify and resolve issues in the environment
  • Actively involved with network hardware refreshes

Qualifications For Success

  • Basic Cisco routing and switching, and familiarity with Cisco IOS operating systems
  • Understanding of core networking protocols and concepts: TCP/IP, DNS, DHCP, VLANs, routing, switching, subnetting, QoS, NAT, and VPN technologies.
  • Knowledge of firewalls, IDS/IPS, traffic filtering, and access-control policies.
  • Understanding of wireless network technologies, RF fundamentals, and Wi-Fi troubleshooting
  • Ability to configure, troubleshoot and manage the following: VLANs, DNS, DHCP, VOIP, QoS, and other related networking protocols and technologies.
  • Quickly analyze operational issues with complex networking environment.
  • Knowledge of layer 1 low voltage cabling and fiber
  • Knowledge of IPv4 and IPv6 addressing, including advanced subnetting and network segmentation concepts.
  • Experience with network monitoring platforms (Solarwinds, PRTG, Nagios, etc.)
  • Technical aptitude to adapt and learn in a rapidly changing environment and solve complex problems.
  • Excellent written and verbal communication skills; ability to communicate clearly and concisely, both orally and in writing.
  • Ability to take initiative with little or no supervision.
  • Strong interpersonal skills and demonstrated ability to work effectively with customers and colleagues.
  • Proficiency in Microsoft Windows operating system.
  • Ability to prioritize and execute tasks efficiently with minimal supervision.
  • Participates in a 24x7 on-call rotation, including periodic off business-hours work.

  • Experience:
    • Minimum of 3 years of experience in the Information Technology field providing basic end user support, including troubleshooting end user devices and common software and communication issues.
  • Education and Training:
    • High school diploma or GED, or an equivalent level of job experience and/or training is required
  • License or Certificate:
    • Possession of a valid driver's license.
  • Background Check: Must pass a criminal background check.
  • Other:
    • Ability to lift a minimum of 25 lbs.
  • Prolonged periods of sitting, standing, kneeling, lifting, and bending around users’ workstations.
  • Reasonable accommodation may be offered to individuals for the essential functions of the job in coordination with People & Culture Department.
Network Administrator II

  • Additional Responsibilities
    • Participate in network capacity planning, lifecycle management, and performance optimization efforts.
    • Independently manage and execute network-related projects with minimal supervision.
    • Take ownership of small- to medium-scale network projects, ensuring timely and accurate completion
    • Work independently on network upgrades, deployments, and improvement initiatives.
    • Provide training and mentoring to junior staff
  • Qualifications for Success
    • Intermediate knowledge of Cisco switching and routing with Cisco IOS platform.
    • Basic understanding of routing protocols and concepts with EIGRP, BGP, OSPF, etc.
    • Strong understanding of core networking concepts, including IPv4/IPv6, VLANs, routing, switching, and subnetting.
  • Experience:
    • Minimum of 3 years of experience in the Information Technology field providing basic end user support, including troubleshooting end user devices and common software issues including 1 year of experience in supporting enterprise networking environments.
  • Education and Training:
    • High school diploma or GED required
    • BS/BA (or higher) strongly preferred in Computer Science, Information Technology, or related field or an equivalent level of job experience and/or training.
  • License or Certificate:
    • Cisco Certified Support Technician (CCST) Networking
    • Possession of valid driver's license.
  • Background Check: Must pass a criminal background check.
  • Other:
    • Ability to lift a minimum of 25 lbs.

Network Administrator III

  • Additional Responsibilities
    • Assists the Network Services Supervisor in budget, network capacity planning, lifecycle management, and performance optimization efforts.
    • Assists in the design, implementation, and manage the enterprise network infrastructure, automation, and deployment solutions.
    • Independently manage and execute network-related projects.
    • Ability to independently manage large scale network projects including but not limited to fiber construction, network refresh, large network changes, etc.
    • Lead or assist with IT projects related to network engineering, security enhancements, and automation.
    • Serve as the highest-level escalation point for complex network technical issues.
    • Work with IT leadership to develop network engineering strategies and roadmaps.
    • Ensure compliance with IT security policies and best practices.
    • Assists managing and maintaining with network licensing installed in the network environment.
    • Develop and maintain an asset management program for budgeting and asset tracking.
    • Support the management of leased line services, including monitoring capacity utilization and recommending adjustments to budgeting and bandwidth levels.
  • Supervisory Responsibilities
    • Provides mentorship and technical leadership to Tier I & II administrators.
  • Qualifications for Success
    • Advanced knowledge of Cisco switching and routing with Cisco IOS platform.
    • Proficient in routing protocols and concepts with EIGRP, BGP, OSPF, etc.
    • Advanced knowledge of core networking concepts, including IPv4/IPv6, VLANs, routing, switching, and subnetting.
    • Advanced knowledge of wireless network technologies, RF fundamentals, P2P radio and WiFi troubleshooting
    • Demonstrated experience designing, implementing, and optimizing enterprise-grade network solutions with minimal supervision.
    • Deep understanding of network security practices, including firewall policy design, threat analysis, segmentation strategy, and hardening techniques.
    • Strong analytical and problem-solving abilities with a focus on root-cause analysis and long term stability
  • Experience:
    • Minimum 5 years of progressively responsible experience in network administration or network engineering roles.
    • Proven experience supporting and maintaining complex enterprise network environments across multiple locations or large-scale infrastructures.
  • Education and Training:
    • High school diploma or GED required
    • BS/BA (or higher) strongly preferred in Computer Science, Information Technology, or related field or an equivalent level of job experience and/or training.
  • License or Certificate:
    • Cisco Certified Network Associate (CCNA) required, Cisco Certified Network Professional (CCNP) preferred
    • Possession of or have the ability to obtain a valid driver's license.
  • Background Check: Must pass a criminal background check.
  • Other:
