Senior Global Program Manager - Rides Risk & Compliance

Bolt
Estonia · Full-time · Not Applicable

We are looking for a structured, impact-driven Risk & Compliance Senior Program Manager to help scale Bolt’s Rides business by operationalising global and regional regulations and assessing various forms of risks across 50+ markets. This role combines strong program management with cross-functional leadership to reduce operational compliance risk while enabling sustainable, scalable business growth.

About Us

With over 200 million users in 50+ countries, Bolt is one of the fastest-growing tech companies in Europe and Africa. And it's all thanks to our people.

We believe in creating an inclusive environment where everyone is welcome, regardless of race, colour, religion, gender identity, sexual orientation, national origin, age, or ability.

Our ultimate goal is to make cities for people, not cars. And we need your help on this mission!

About The Role

You will lead programs that turn complex regulatory requirements and risks into standard, scalable processes, governance, and tooling across all countries where Bolt operates. Your scope includes broader platform regulations (e.g., GDPR, DSA, PSD3), inherent platform risks (e.g., reclassification, TCN, PWD), and requires close partnership with Legal/Privacy/Policy, Product & Engineering, and senior operations leaders to drive adoption and measurable results.

Main tasks and responsibilities:

  • Lead global programs to operationalise global/regional regulations and directives across markets, ensuring scalable execution and strong adoption.
  • Build and run program roadmaps tied to KPIs (Compliance Rates, Data Integrity, Standard Process Adoption), including milestones, owners, risks, and decision points.
  • Define regional compliance requirements through market research and regulatory trend analysis, balancing risk vs business goals.
  • Define risk appetite thresholds, build risk mitigation programs, and ensure proper logging and monitoring of risks.
  • Drive cross-regional rollout and change management (enablement, adoption tracking, handling deviations/exceptions).
  • Coordinate stakeholders and provide regular reporting to leadership (progress, risks, outcomes), unblocking issues, and supporting audits/assurance when needed.

About you:

  • You have 5+ years in program/project management delivering complex, cross-functional programs end-to-end.
  • You have proven experience operationalising EU/regional regulations (e.g., GDPR/privacy and/or payments/licensing directives).
  • You have strong stakeholder management and ability to influence senior leaders; comfortable navigating risk vs growth trade-offs.
  • You have experience translating requirements into scalable processes, governance, and tooling/workflows (Product/Eng partnership strongly preferred).
  • You are highly analytical and data-driven with strong Excel and KPI-based performance management.
  • You possess excellent English communication; proactive, high-ownership, resilient in fast-moving and high-pressure environments.

Experience is great, but what we really look for is drive, intelligence, and integrity. So even if you don’t tick every box, please consider applying!

Why you’ll love it here:

  • Play a direct role in shaping the future of mobility.
  • Impact millions of customers and partners in 600+ cities across 50+ countries.
  • Work in fast-moving autonomous teams with some of the smartest people in the world.
  • Accelerate your professional growth with unique career opportunities.
  • Get a rewarding salary and stock option package that lets you focus on doing your best work.
  • Enjoy the flexibility of working in a hybrid mode with a minimum of 3 days in the office each week to foster strong connections and teamwork.
  • Take care of your physical and mental health with our wellness perks.
  • Some perks may differ depending on your location and role.
