Work Scope & Objective of Assignment

The Program:

The Application Portfolio Modernization (APM) Program is about maintaining the Region’s portfolio of software applications to the desired condition level. This involves assessing, on a regular basis, the condition level of software applications (the technical and functional state of good repair), and taking upgrade, remediation, replacement, or retirement actions to ensure that all applications stay above the desired condition level.

Work Scope & Objective:

We are looking for an experienced Senior PM to join the Application Portfolio Modernization (APM) team.

As an IT Project Manager, the candidate will be responsible for the end-to-end delivery of complex application migration and modernization projects.

We are looking for someone who can plan and manage the life cycle of large and complex IT projects under the APM program, to ensure that they meet their scope, quality, budget, schedule, and benefits realization objectives.

In this role the candidate will ensure all phases of project delivery under APM program are performed within IT and corporate standards, timeframes, and budget requirements. It requires coordination of the logistics and operational elements for all IT Projects under this APM program. You will ensure that applications, information, systems, technology, and security architectures meet current standards by working with the architecture, security, privacy, and operations teams.

Key Responsibilities & Deliverables

Project Leadership & Team Coordination:

• Lead cross-functional teams and serve as the central point of contact for stakeholders, vendors, and technical resources.
• Facilitate collaboration between the Business Analyst (who defines requirements) and the platform teams (who builds the solution) to ensure technical feasibility.

Planning & Execution:

• Develop and maintain detailed project plans, schedules, and resource allocations using tools like MS Project.
• Manage the project scope, budget, and timeline to ensure on-time and on-budget delivery.

Risk & Change Management:

• Proactively identify technical and operational risks related to legacy dependencies and implement mitigation strategies.
• Oversee organizational change management, ensuring business units are prepared for the

transition from legacy tools to new platforms.

Stakeholder Communication:

• Translate technical progress and roadblocks into business-relevant updates for executive leadership.
• Coordinate User Acceptance Testing (UAT) and signoffs with business owners.

Qualifications & Experience

• A university or college degree or diploma in IT, computer science or a related discipline, plus a minimum of five (5) years of prior experience managing IT projects.
• Experience managing large and complex IT projects.
• Knowledge and experience with waterfall and agile project management.
• Strong skills in the use of project management software applications such as Microsoft Project.
• Understanding of IT processes and methods such as:
• Application and database development, acquisition, and maintenance processes.
• Business software evaluation and acquisition processes.
• Technology infrastructure product evaluation and acquisition processes.
• Progressive technical knowledge and knowledge of best practices in Information Technology service delivery such as SDLC, COBIT and ITIL.
• An understanding of financial management, capital budgeting, business planning and purchasing and contract management processes.

Mandatory Certifications (proof of certification must be submitted):

• Project management certification (either one of PMP, CAPM, CSM, PPM. MPM)

Nice to have Skills & Knowledge:

• Experience of Application portfolio management.
