The EIB, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC), Corporate Real Estate Department (CRE), Corporate Security and Safety Division (CSS), Security & Safety HQ Unit (HQ) at its headquarters in Luxembourg, an EUCI Security Officer*.
Panel interviews are anticipated for May/ June.
Purpose
Provide general security/safety operational management with an additional dimension for the operational security management of EU Classified Information (EUCI), including management and control of an EUCI Registry and oversight of Security Clearances for EIBG personnel.
Operating Network
You will report to the Head Unit, Security and Safety HQ.
The post may require availability beyond the regular office hours at night, on weekends and/or bank holidays even over a longer period, in particular in the event of incidents or crises.
It may require carrying out on-call services on a regular basis.
There is a strong preference for a candidate possessing valid National Security Clearance.

Accountabilities
PERSONNEL SECURITY
- Implement all relevant security rules and procedures to ensure that EIBG operates a national Security Clearance process so that individuals have valid clearance to be authorised to handle EUCI.
- Implement processes, procedures and controls that ensure EIBG has strong administrative management of all EIBG Personnel Security Clearances (PSC), taking into account data protection needs, confidentiality and outcomes.
- Initiate requests and oversee the end-to-end process for PSC for all staff requiring access to EUCI, providing assistance and liaison with National Security Authorities (NSA) as required.
- Maintain records of all PSCs, monitor the validity and the timely renewals.
- Liaise with the Luxembourgish authorities for the request of security certificates for contractors/interims in accordance with the Luxembourgish legislation.
- Support requests for visits from stakeholders, provide EIB Personnel Security Clearance Certificates and liaise with NSAs for the request for PSC Information Sheet and Facility Security Clearance confirmations for staff and contractors.
- Liaise with all NSAs and collaborate with Security Officers of other EU Institutions.
- Implement processes, procedures and controls that ensure EUCI is stored, managed and handles appropriately and within defined rules so that full compliance and confidentiality is maintained.
- Register, manage and store documents in the EUCI Registry classified as CONFIDENTIEL UE/EU CONFIDENTIAL or above on arrival/departure for both physical documents and on a classified information system (CIS) and ensure that they are stored securely inside the EUCI registry.
- Maintain records for all information classified as RESTREINT UE/EU RESTRICTED (or its equivalent) that is exchanged with third countries and international organisations.
- Assign, package, distribute, dispose and archive classified documents according to Council Decision 2013/488 of 23 September 2013 on the security rules for protecting EU classified information and the EIB Security Policy.
- Assist EIBG staff in handling (creating, downgrading, declassifying, sending, or destroying) information classified CONFIDENTIEL UE/EU CONFIDENTIAL or higher.
- Handle cryptographic products, in collaboration with the Information Assurance Operational Authority, to ensure proper record and custody of cryptographic materials and controlled items.
- Maintain records and ensure compliance for access to the EUCI Registry ensuring that individuals are escorted and adequately supervised if visiting/working inside the Registry.
- Ensure that all EUCI that is CONFIDENTIEL UE/EU CONFIDENTIAL or higher, is handled compliantly, coordinating with EIBG staff so that all documents and receipts are handled in line with the relevant rules.
- Conduct regular inventories of classified documents, ensuring compliance, scrutiny and oversight are correctly implemented to maintain the classification of information and on documents which may be destroyed.
- Provide the necessary awareness training and Security briefings for handling EUCI.
- Conduct general security and safety operational management duties as part of the Security and Safety HQ Unit, including management of incidents, documentation, liaison with security providers and undertaking security tasks.
- Develop, plan, and support corporate security services for the EIB Group focussing on the security of people, premises and assets.
- Attend and contribute to daily briefings as well as represent the Security & Safety HQ Unit in business meetings and interaction with stakeholders.
- Develop and implement solutions for daily and occasional security operations, ensuring that the related services are performed as a process that considers planning, preparation, execution and monitoring, and are delivered at the necessary level, in line with applicable laws.
- Plan, implement and monitor service contracts and related budget in own domain, including developing Terms of Reference for the procurement of services.
- Procure services and/or goods as required by the unit.
- Monitor, control and check costs against offers, invoices and available budget.
- Assist in all security and safety management needs.
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in a field related to security risk management or equivalent.
- Certifications in risk analysis, physical security would be considered as an advantage.
- There is a strong preference for a candidate possessing valid National Security Clearance.
- At least 5 years of relevant professional experience in protection in the public (police and/or military) and/or private sector and/or international organizations.
- At least 2 years of relevant professional experience in the daily management of classified information registries in an international (EU, NATO, or other international organisation) or national environment.
- Experience in conduction of risk assessments, development of protection alerts and situation reports related to corporate security would be an advantage.
- Hands-on experience in designing and implementing corporate security management approaches combined with the ability to manage related incidents and crises.
- Experience in Personnel and Industrial Security.
- Knowledge of security measures and procedures for the physical protection of classified information.
- High level of stress tolerance in challenging situations.
- Excellent knowledge of English and/or French (***) with a good command of the other. Knowledge of other EU languages would be an advantage.
