Job Purpose

To act as the Client’s on-site representative responsible for leading construction supervision activities and ensuring project delivery in accordance with contract requirements, quality standards, schedule, and safety regulations. The role oversees the supervision team, administers the construction contract, manages stakeholders, and proactively resolves technical and commercial issues to ensure successful project execution. The role will be based in Tajikistan.

Key Responsibilities

• Site Supervision: Lead the site supervision team to ensure all works are executed in compliance with contract documents.
• Stakeholder Management: Act as the primary point of contact between the Client, Contractor and the end-user. Proactively manage expectations and maintain strong working relationships.
• Quality Control: Enforce rigorous quality assurance and quality control procedures.
• Contract Administration: Review and approve Contractor submittals, method statements, and shop drawings. Assess variations and claims, etc.
• Progress Monitoring: Monitor site progress against the baseline schedule, identify delays, and direct corrective actions to keep the project on track.
• Reporting: Oversee progress reports to the Client and senior management.
• Health & Safety: Ensure strict adherence to all health, safety, and environmental regulations.

Education/Experience and Qualifications

• Bachelor’s degree in Civil Engineering or Architecture. Master’s degree is an advantage.
• Minimum 15 years of total professional experience.
• Proven experience as Resident Engineer or Project Manager on construction supervision projects.
• Previous experience with a consultancy or PMC firm is mandatory.
• Strong knowledge of construction supervision, contract administration, and project delivery.
• Excellent communication, leadership, and stakeholder management skills.
• Ability to manage expectations, resolve conflicts, and lead multidisciplinary teams.
• Fluent English required. Russian language is an advantage.
