The Skills System Performance (SSP) team requires a specialist Data Scientist to support the continued development and use of the VET National Data Asset (VNDA). The role is responsible for designing, building and maintaining high‑quality, robust administrative data pipelines that underpin analysis of vocational education and training (VET) and higher education (HE) outcomes. The role also requires advanced econometric expertise, including the application of causal and statistical methods to measure tertiary outcomes and support modelling activities.
This position directly supports SSP’s critical analytical outputs and is essential to maintaining and leveraging VNDA to produce high‑quality skills and training analysis and modelling. VNDA is one of Jobs and Skills Australia’s most critical data assets, underpinning a wide range of analytical reports, system performance measures, and insights into Australia’s tertiary education and training landscape.
The role applies advanced data engineering, data architecture and confidentiality management skills to integrate and manage complex administrative datasets, ensuring VNDA delivers accurate, reliable and timely outputs for government and other stakeholders. By sustaining this infrastructure and applying advanced analytical capability to VNDA, the role enables JSA to consistently deliver trusted, evidence‑based insights to support policy development and decision‑making.
Key duties and responsibilities
- Design, build and maintain high‑quality, robust administrative data pipelines within the VET National Data Asset (VNDA) to support analysis of VET and higher education outcomes.
- Manage the ingestion, transformation and integration of complex administrative data from multiple sources, ensuring accuracy, consistency and reliability.
- Apply advanced econometric, causal inference and statistical methods to measure tertiary education outcomes and support evaluation and modelling activities.
- Apply data quality controls, validation processes and documentation standards to ensure the integrity and reproducibility of analytical outputs.
- Support the delivery of SSP’s critical analytical outputs, including system performance measures, reports and insights for government and other stakeholders.
Criteria
The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters.
Essential criteria
- 1.Demonstrated advanced coding skills across multiple programming languages.
- 2.Strong capability in database management, including working with large scale administrative datasets, data extraction, transformation and integration, and ensuring data quality, integrity and performance.
- 3.Proven experience designing, building and maintaining high quality, robust administrative data pipelines to support analysis across complex policy or service delivery domains.
- 4.Demonstrated experience applying advanced econometric and statistical methods, including causal inference techniques, to support evaluation and impact analysis in policy or service delivery settings.
Desirable criteria
- 1.Demonstrated experience working with vocational education and training (VET) and higher education data, supported by strong subject matter knowledge across both sectors and an understanding of relevant policy and administrative contexts.
- 2.Demonstrated practical experience working within the ABS Person Level Integrated Data Asset (PLIDA), including extracting detailed analytical outputs while adhering to ABS legislative, privacy and statistical disclosure control requirements.
