Senior/ Lead Project Manager

What The Role Is

As a Senior/ Lead Project Manager in the Professional Development Branch of the Academy of Singapore Teachers (AST), you will lead initiatives that support professional learning of teachers. You will work closely with MOE’s Digital Excellence and Products Division (DXD) and other partners to implement technological solutions that meet user needs. You will co-own the end-to-end deprecation strategy for learning systems jointly with AST and DXD stakeholders, and be accountable for driving measurable migration outcomes against defined targets and timelines.

What You Will Be Working On

• Co-lead the end-to-end deprecation and migration strategy for learning systems, including coordinating the operational transition and change management between systems by managing project timelines, stakeholder communications, and a user adoption plan with defined migration rate targets and deadlines across schools and MOE HQ Divisions
• Ensure systematic evaluation of system functionality through tracking, documenting and acting on usage analytics, migration progress, and friction points to organise comprehensive testing protocols
• Manage system implementation logistics including user setup, training programme administration, and development of user guides and technical documentation
• Facilitate cross-divisional coordination through communication management, scheduling of collaborative sessions, and consistent documentation of professional learning approaches across MOE HQ divisions
  
  

What We Are Looking For

• Strong project management experience with a proven track record in enterprise-scale system transitions (e.g. ERP migration, LMS platform sunset, or comparable system decommissioning) and change management with large user bases
• Excellent stakeholder management and communication skills, preferrably in multi-party government or public sector contexts
• Ability to bridge user needs with technical requirements
• Familiarity with learning content ecosystems and professional development platforms would be a strong advantage
• Experience in leading/ knowledge of emerging technologies and agile development practices would be an advantage
