Job Purpose:
The Supply Chain Operations Manager acts as the strategic link between the Holding Entity (EDO) and its specialized subsidiaries. Operating as a Shareholder Representative and Asset Manager, the incumbent ensures that subsidiary operations —particularly those managing high-value industrial logistics and complex equipment in the Duqm Special Economic Zone—are optimized for financial performance, risk mitigation, and long-term value creation.
The role focuses on high-level governance and the stewardship of significant multi-year contracts involving Oil Country Tubular Goods (OCTG) and specialized industrial assets implemented within the Integrated Supply Chain Hub in Duqm.
Strategic Focus & Oversight (The "Helicopter View")
This position is a high-level governance and asset management role, distinct from direct subsidiary management. The successful candidate must demonstrate the ability to maintain a "helicopter view" of the portfolio, prioritizing strategic health over daily tactical involvement.
A critical requirement of the role is the discipline to resist micro-managing the subsidiaries' day-to-day tasks. Instead, the incumbent's primary focus remains on ensuring that each entity is structurally sound, financially profitable, and fully compliant with its substantial contractual obligations. Candidates will be evaluated on their ability to drive performance through influence, governance, and rigorous oversight rather than direct operational intervention.
Key Responsibilities:
1. Governance & Asset Oversight
- Shareholder Representation: Acts as the primary liaison between the Holding Entity and subsidiary leadership, ensuring that corporate objectives are cascaded and met.
- Performance Monitoring: Evaluates subsidiary performance through rigorous analysis of KPIs, financial health, and operational throughput.
- Strategic Planning: Reviews and approves subsidiary business plans to ensure alignment with the broader industrial strategy for the Duqm region.
2. Contract & High-Value Asset Stewardship
- Contractual Oversight: Monitors the execution of large-scale, multi-year contracts (e.g., OCTG supply and storage) to ensure full compliance and service delivery excellence.
- Asset Optimization: Overseas the lifecycle management of high-cost material handling equipment and warehouse infrastructure, ensuring maximum utilization and ROI.
- Compliance Management: Verifies that subsidiaries adhere to international quality standards, local SEZAD regulations, and stringent safety protocols.
3. Operational Strategy & Synergy
- Logistics Integration: Identifies opportunities for cross-subsidiary collaboration to reduce redundant costs and improve the flow of complex materials from port to warehouse.
- Technological Advancement: Advocates for and oversees the implementation of advanced Supply Chain Management (SCM) technologies, including automated tracking and digital inventory systems.
- Crisis & Risk Mitigation: Proactively identifies macro-level risks in the supply chain corridor and develops contingency strategies to protect the Holding Entity’s interests.
4. Stakeholder Management
- Represents EDO in high-level discussions with government bodies, major industrial clients, and international partners.
- Facilitates the resolution of complex operational or contractual disputes that may impact the reputation or financial standing of the group.
Requirements:
- Experience: A minimum of 10 years in senior supply chain or logistics roles, with at least 5 years spent in a holding company or asset management capacity.
- Sector Background: Proven experience in the Oil & Gas, Energy, or Heavy Industrial sectors is mandatory.
- Education: A Master’s or Bachelor’s degree in Supply Chain Management, Logistics, or Engineering. MBA or professional certifications (MCIPS/CSCP) are highly desirable.
- Leadership Style: A calculated, analytical approach with the ability to influence subsidiary Boards and C-suite executives through data-driven insights.
