Overview
Babylon Data is seeking an experienced Product Manager to support a major Commonwealth digital procurement transformation initiative. This role will lead the design, development, and delivery of a significant software and cloud marketplace capability within a broader multi-module digital platform.
This is a senior product leadership role suited to someone who can set product direction, manage roadmap and backlog priorities, and work across policy, procurement, legal, design, research, and technical teams to deliver practical outcomes. The successful candidate will be comfortable operating in a complex government environment, balancing user needs, compliance obligations, delivery pace, and strategic intent.
The role requires a strong background in digital product delivery, stakeholder engagement, agile ways of working, and user-centred design. Experience across software, cloud, digital marketplaces, procurement platforms, or highly regulated service environments will be highly regarded.
Key responsibilities
- Lead the product strategy, roadmap, and backlog for a major software and cloud procurement capability
- Drive discovery, alpha, and beta activities, including user research synthesis, requirements definition, and future state process design
- Translate user needs, business requirements, and policy obligations into clear product priorities and delivery-ready work items
- Work closely with multidisciplinary teams including researchers, designers, developers, legal advisers, procurement specialists, and senior stakeholders
- Ensure the product aligns with procurement policy, legal frameworks, panel arrangements, and existing digital marketplace processes
- Provide clear documentation, product decisions, status updates, and delivery reporting to leadership and governance forums
- Support integration with existing workflows, data structures, category models, and procurement processes
- Identify, manage, and mitigate delivery, operational, regulatory, and product risks in a fast-moving environment
Essential criteria
- Demonstrated experience in product management for complex digital platforms, software ecosystems, cloud services, or government-facing digital services
- Proven ability to build strong stakeholder relationships across business, policy, legal, procurement, architecture, and executive groups
- Strong capability in setting product vision and translating strategy into roadmap, backlog, priorities, and iterative delivery outcomes
- Experience leading product delivery through agile multidisciplinary teams
- Strong user-centred product development capability, including balancing user needs with policy, operational, and business constraints
- Ability to deliver at pace in complex environments while managing risk, competing priorities, and changing requirements
- Excellent written and verbal communication skills, including the ability to prepare product documentation, user stories, acceptance criteria, and executive-level updates
Desirable criteria
- Knowledge of Commonwealth procurement processes, contracting models, panel arrangements, and digital sourcing platforms
- Familiarity with BuyICT, AusTender, or comparable government procurement environments
- Experience delivering products on ServiceNow or similar enterprise workflow platforms
- Understanding of software and cloud service models, including SaaS, PaaS, and IaaS
- Exposure to digital marketplace, e-commerce style, or multi-module platform environments
- Conceptual understanding of APIs, integrations, data models, and enterprise platform constraints
Working arrangements
This role is remote, with full-time engagement preferred. Hybrid arrangements may also be supported depending on project needs.
