Our client is an employer of choice based on the Gold Coast. They are delivering large-scale services and infrastructure to one of Australia's fastest growing cities. With significant investment in digital capability, data and emerging technologies they are undertaking a major transformation of their regulatory and enforcement functions to better support the community, businesses and city resilience.

Your New Role
As Senior Project Manager, you will lead a major technology transformation program within client's enforcement and regulatory environment, with an initial focus on replacing end‑of‑life parking technology and uplifting broader enforcement systems.
This is a 2‑year fixed‑term contract (to June 2027, with extension to complete the full program and beyond), commencing as soon as possible. You will be embedded within the operations environment, working closely with key stakeholders across compliance, enforcement, and technology, while running critical project streams alongside business‑as‑usual operations.
Key responsibilities include:
  • Leading the planning and go‑to‑market phase for replacement enforcement technologies, including vendor selection by September
  • Delivering the full replacement of parking technology within a 9‑month timeframe
  • Overseeing transformation initiatives across parking, animal management, digital permits, and enforcement technologies
  • Leveraging AI, data and image recognition technologies to improve outcomes (e.g. number plate recognition, digital infringements, disaster response use cases)
  • Managing complex stakeholder relationships across operational teams, senior leadership, vendors and elected officials
  • Navigating political and change impacts inherent in an enforcement environment
  • Driving business change while building long‑term capability within Council
This is a hybrid role, with time spent on site and in the field alongside enforcement teams to ensure solutions are fit‑for‑purpose.

What You'll Need to Succeed
You are a confident and curious Senior Project Manager who thrives in complex, regulated environments and enjoys translating emerging technology into real‑world outcomes.
You will bring:
  • Proven experience leading large‑scale technology or digital transformation projects
  • Strong vendor management and go‑to‑market experience, including RFPs and procurement processes
  • The ability to operate comfortably in enforcement, regulatory or politically sensitive environments
  • Excellent stakeholder engagement skills, including working with senior executives and public‑facing leaders
  • Experience delivering business change alongside BAU operations
  • A strong interest in emerging technologies such as AI, data analytics, automation and digital platforms
  • A practical, outcomes‑focused mindset - you don't need prior parking technology experience
Above all, you are someone who enjoys exploring "what's possible" in the market and educating stakeholders on how technology can be used differently and better.
