Senior Product Lead – Digital Services

As part of our clients ambition to elevate digital service delivery, we are looking for a Senior Product Lead for Digital Services. In this role, you will oversee the implementation, adoption, and continuous improvement of our online forms. You will connect people, processes, and technology, while guiding the organisation through the necessary cultural shift.

Your Impact

As Senior Product Lead, you are accountable for the performance, quality, and ongoing development of our digital service ecosystem.

Online Forms

You ensure that online forms are designed and implemented from a user-centric perspective, aligning with standards for user experience (UX/CX), accessibility, and branding. You monitor alignment with internal processes and back-office systems and actively engage with wider professional communities.

Rather than acting as a technical specialist, you serve as the central point of coordination, ensuring the right decisions are made to strengthen digital services.

You will operate at a tactical level, working closely with colleagues across disciplines such as UX, communications, and IT.

The municipality collaborates within a national cooperative of local governments focused on developing and maintaining digital services. As part of this ecosystem, you will represent organisational interests and contribute to the evolution of shared solutions, particularly in relation to online forms.

As this is a newly introduced role within the organisation, a high level of independence and initiative is expected.

Key Responsibilities

• Lead and coordinate the use and development of the online forms platform
• Translate long-term digital strategy into clear short-term priorities, always focusing on the needs of residents
• Assess and prioritise requests for new forms and applications
• Ensure proper alignment with processes, data protection (GDPR), architecture, integrations, archiving, UX, and accessibility standards (WCAG 2.1)
• Facilitate decision-making across key stakeholders, including architecture, privacy/security, functional management, and process owners
• Manage stakeholder relationships (internal and external) and drive communication and change initiatives (presentations, demos, workshops)
• Actively contribute to open-source and inter-municipal collaboration communities, helping to shape standards and shared solutions
• Communicate clearly about feasibility, dependencies, and timelines

Your Profile

• Bachelor’s or Master’s level working and thinking ability
• At least 4 years of experience in digital service delivery, product management, or service chain coordination within government or similarly complex environments
• Proven experience in driving adoption and cultural change, including guiding teams toward new ways of working (product-oriented, transparent, and collaborative)
• Strong facilitation skills and the ability to influence behaviour and embed change
• Excellent coordination and decision-making skills across multiple disciplines
