What The Role Is

You will lead the Republic of Singapore Navy's (RSN) HR digital transformation journey as the primary change agent, responsible for co-designing and harmonising HR processes with MINDEF/SAF while ensuring the Next-Generation E-HR (NGEHR) system meets RSN's specific requirements.

What You Will Be Working On

  • Lead efforts to co-design and harmonise common HR processes with MINDEF/SAF and ensure NGEHR meets RSN's HR requirements
  • Drive, plan and execute comprehensive change management initiatives to ensure adoption and minimise resistance across RSN
  • Develop and implement transition plans for the NGEHR roll-out phase to ensure smooth migration for all HR practitioners
  • Re-engineer RSN-specific HR processes and develop alternatives for processes that cannot be directly adopted in NGEHR
  • Develop and review governance and compliance frameworks to eliminate risks of unauthorised access and data corruption for E-HR and NGEHR systems
  • Serve as core member of SAF HR Process Governance Committee to actively track and monitor NGEHR work streams for the entire RSN

    Challenge(s)
  • Managing extensive working relationships with multiple stakeholders requiring exceptional coordination skills to represent RSN's interests in the multi-year HR digital transformation journey
  • Processing and sense-making huge amounts of information from high-level forums, and breaking down complex information into digestible pieces for HR stakeholders to understand and act upon

What We Are Looking For

  • Education in Human Resource, Management Executive, or Business Digitalisation & IT, or related field is preferred
  • At least 6 years of relevant experience in HR discipline
  • Familiarity with SAF HR Systems (E-HR) and sufficient knowledge of SAF HR policies and guidelines
  • Experience in driving development and implementation of new processes and systems is highly preferred
  • Strong HR knowledge and organisational acumen to recommend effective Business Process Re-engineering solutions

  • Ability to translate strategic intent into clear, actionable information to secure stakeholder buy-in
