ICT Transformation Director – Major Digital Transformation | NSW Government

Location: Sydney CBD (Hybrid)

Contract: Initial 6 months (with intent for a multi-year engagement)

Rate: ~$2000 per day + Super


The Opportunity:

Are you a strategic, CIO-level technology leader who thrives in mission-critical, highly visible executive environments?


We are partnering with a prominent NSW Government agency to appoint an elite ICT Transformation Director. This is a critical, legacy-defining modernisation mandate that will directly impact the citizens of NSW.


Reporting directly to the Agency Head / Chief Executive, you will take ownership of a massive ~$150M digital transformation and stabilisation portfolio. You will inherit a complex, legacy architecture—some dating back decades—and lead the strategic design and delivery of a modern, simplified, and highly secure future state.


The Challenge This organization operates in a unique environment characterized by extreme operational spikes, scaling its workforce and system demands exponentially during peak, immovable public delivery periods. We are not looking for someone to maintain the status quo.


You will lead the establishment of a robust PMO and collaborate closely with the Executive Leadership Team. You will be expected to critically evaluate existing transformation business cases, thoughtfully challenge current Platform assumptions, and guide the agency through rigorous state government assurance and stage-gate frameworks.


More importantly, you will act as a diplomat and strategic coach. You will be leading a highly dedicated internal team of subject matter experts, bringing them along on the transformation journey without disrupting their critical, time-sensitive operational priorities.


Mandatory Criteria:

To be considered for this high-profile executive engagement, candidates must demonstrably meet the following five mandatory criteria:


  1. Executive CIO-Level Pedigree: Demonstrated track record operating at a CIO or senior executive Transformation Director level, leading end-to-end, whole-of-organization digital transformations and complex technology stabilizations (with portfolios exceeding $100M+).
  2. Financial Astuteness & PMO Leadership: Exceptional commercial acumen with proven capability in managing complex multi-project program budgets, variance analysis, forecasting, accruals, and supplier financials, alongside experience building and leading a high-performing PMO.
  3. ITIL & Operational Transition Expertise: Advanced knowledge of ITIL, service design, and implementing target operating models. You must have a proven ability to successfully transition newly built enterprise capabilities smoothly into ongoing business-as-usual operations.
  4. Impeccable Probity & Governance: Given the sensitive, highly visible nature of the agency's operations, candidates must demonstrate the highest levels of professional integrity and absolute neutrality. You must have no real or perceived affiliations that could conflict with strict public sector impartiality (a formal declaration will be required).
  5. Exceptional stakeholder engagement skills. You must demonstrate the proven ability to respectfully challenge internal assumptions, influence C-level executives, and bring deeply technical, legacy-focused subject matter experts along on a complex transformation journey without disrupting their critical day-to-day operations.
  6. Extreme Scalability & "Zero-Fail" Delivery: Demonstrated experience designing and delivering robust systems and enterprise architectures (including ERPs) capable of handling extreme operational scaling and high-stakes, immovable public delivery deadlines.
  7. Long-Term Commitment: Available to commence at short notice and possess a genuine desire to commit to a multi-year strategic vision spanning the next 4 to 5 years.
