he Open Data Business Analyst is responsible for analyzing, structuring, and formalizing regulatory and business requirements related to data publication and governance in an Open Data context.
Key Responsibilities & Activities
1. Business Needs Analysis
- Gather and analyze business requirements
- Identify datasets subject to Open Data obligations
- Translate business needs into clear and structured functional requirements
2. Open Data Requirements Definition
- Define publication rules (formats, frequency, quality, metadata)
- Contribute to interoperability and reuse standards
- Ensure alignment with European and national frameworks (NAP)
3. Modeling & Documentation
- Write business requirements, functional specifications, and user stories
- Contribute to describing data flows and publication processes
- Document datasets (definitions, scope, business rules)
4. Coordination & Collaboration
- Work closely with:
- IT / Data teams
- SIV project team
- Business stakeholders
- Legal and compliance teams
- External partners (if applicable)
- Participate in workshops and project governance meetings
5. Quality, Compliance & Governance
- Contribute to the quality of published data
- Ensure compliance with regulatory constraints (Open Data, data protection)
- Support the implementation of Open Data governance rules
6. Change Management
- Support communication around the Open Data project
- Help business teams understand objectives, obligations, and benefits
- Assist in preparing awareness or training materials
