Freelance Opportunity: Senior Project Manager (TOM & Change Management)

Location: Luxembourg (Onsite)

Duration: 12 Months (Initial contract with extension potential)

Basis: Freelance / Independent Consultant


Role Overview

A prominent organization in Luxembourg is seeking a Senior Project Manager to spearhead the design and implementation of a new Target Operating Model (TOM) for non-EU external office payments. This role requires a blend of strategic process design and "on-the-ground" change management to ensure a smooth transition for global stakeholders.

Key Responsibilities

  • TOM Design & Analysis: Design the new operational framework for international payments, ensuring alignment with current standard business processes. Identify gaps and propose remediation solutions in collaboration with key stakeholders.
  • Strategic Change Management: Develop a comprehensive communication and readiness plan. This includes facilitating stakeholder engagement and ensuring teams are prepared for new systems and functionalities.
  • Business Transformation Support: Conduct impact assessments, prepare high-quality communication materials, and coordinate training across various departments.
  • Operational Governance: Draft and update operational procedures, internal controls, and Service Level Agreements (SLAs) to reflect the new TOM.
  • Deployment & Hyper-care: Coordinate the "Go-live" phase and act as the primary point of contact for project-related incidents immediately following implementation.


Mandatory Professional Profile

  • Experience: Minimum 8 years in process design, change management, and digital transformation.
  • Specialized Expertise: Proven track record in developing Target Operating Models for Payment Processes.
  • Operational Knowledge: Experience in Accounts Payable (AP) or financial operations is highly advantageous.
  • Stakeholder Mastery: Demonstrated ability to influence and align diverse stakeholders without direct hierarchical authority, particularly in complex, multi-entity environments.
  • Eligibility: Must hold EU Nationality or a valid Luxembourg Work Permit (mandatory).


Preferred Skills

  • Certification: Recognized Project Management certification (ideally Agile).
  • Risk Management: Solid understanding of operational risk considerations within large-scale process transformations.
  • Language: Professional fluency in English; additional European languages are a plus.

Contractual Conditions

  • Work Model: Fully onsite in Luxembourg (candidates must be willing to relocate or commute daily).
