Your role 💼

We are looking for an experienced Senior Project Manager with a strong background in process transformation and change management to support a strategic project at the European Investment Bank (EIB).

The selected candidate will play a key role in the design of a Target Operating Model (TOM) for payment processes and in driving end-to-end project delivery within a complex, multi-stakeholder environment.

Key Responsibilities includes:

1. Target Operating Model & Change Management

• Design and develop the Target Operating Model (TOM) for non-EU external office payment processes
• Analyze current processes and identify gaps
• Define and propose solutions in close collaboration with business and IT stakeholders
• Develop and implement change management strategies
• Define and execute a communication plan for impacted stakeholders

2. Project Delivery & Governance

• Coordinate cross-functional teams (Product Owners, Business Analysts, Scrum Masters)
• Identify and manage cross-team dependencies proactively
• Monitor project progress and provide regular, transparent reporting to management
• Manage risks, issues, and deviations with a proactive approach
• Ensure alignment between business priorities and delivery execution

• Ability to navigate complex stakeholder environments
• Strong conflict management and facilitation skills
• Results-oriented with strong problem-solving capabilities
• Ability to influence without direct authority
• Good understanding of operational risk in transformation initiatives

Requirements 💡

• Degree in Economics, Engineering, Mathematics, Physics, or related fields
• Minimum 8 years of experience in:
• Process design and transformation
• Change management
• Complex digital or organizational transformation projects
• Proven experience in:
• Target Operating Model (TOM) design
• Multi-entity and complex project environments
• Senior stakeholder management

Technical Skills:

• Knowledge of payment processes (nice to have)
• Understanding of Accounts Payable (AP) processes (a plus)
• Experience working in Agile environments
• Project Management certification (e.g., PMP, PRINCE2, Agile) – preferred

Nice to have:

• Experience within EIB or European financial institutions
• Background in banking/financial services transformation programs

📍 Where: Luxembourg, Full on-site presence in Luxembourg (5 days per week)
