The MSIAC is a project office operating in the field of Munitions Safety throughout the life cycle of munitions, developing a set of technical products and services for its member Nations.
In response to the Needs and Strategic Objectives expressed by the MSIAC Steering Committee and the yearly MSIAC Work Plan, the incumbent will respond to technical enquiries, develop and present technical reports, databases, briefings and lectures, and participate in the organization of MSIAC workshops and technical meetings. Furthermore, the candidate will promote munition safety at international events, such as conferences and symposia.
Interactions: The incumbent will work closely with the members of the MSIAC project office and the MSIAC Steering Committee. They will liaise with national experts worldwide, and with national, NATO and other international bodies involved in munitions-related activities.

Contract clause applicable:
It has been decided that for technical reasons, turnover is required in this post, and therefore, the maximum period of service in this post is six years. Accordingly, the successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

- SUMMARY

- QUALIFICATIONS AND EXPERIENCE
- possess a university degree in science or engineering
- have at least 5 years of relevant experience
- understands munitions system-safety concepts, standards and analysis
- demonstrate a proactive and innovative approach to conventional munitions safety, and an up-to-date knowledge of:
- Safety best practices, standards and assessments on programmable elements / safety critical software
- Munition initiation systems, and electronic / programmable safety and arming devices
- understand the design context / principles of loitering munitions and one-way effectors)
- possess the following minimum levels of NATO’s official languages English/French): V (“Advanced”) in English; I (“Beginner”) in French.
- International experience in developing and implementing munition safety policy
- Recent and relevant collaborations within an international forum
- Munition system safety analysis and tools:
- Failure Mode, Effects and Criticality Analysis (FME(C)A)
- Fault Tree Analysis (FTA)
- Reliability Test Analysis (RTA)
- Best practices, standards and assessment of battery systems
- Knowledge of safety and suitability for service (S3) assessments of munition systems
- Safety requirements and safety design principles of munitions and munition subsystems
- Knowledge of energetic materials
- Ability to develop software and electronic tools.
- MAIN ACCOUNTABILITIES
- Policy Development: Combine experience and information analyses in order to prepare and present clear and concise technical articles and reports. Advise MSIAC member Nations and the international community on the development of new policies and standards.
- Project Management: Design and conduct MSIAC Workshops or other international technical meetings and report results. Conduct the MSIAC Work Plan projects that belong to his/her portfolio of activities, and that may require cooperation from other staff members and international experts.
- Stakeholder Management: Develop and maintain the MSIAC customer base within participating Nations and the broader international Munitions Safety communities. Represent MSIAC at international conferences and technical meetings, as required.
- Knowledge Management: Develop and update software, tools and databases for MSIAC users. Request data from established sources. Perform complex searches in the MSIAC library to retrieve data needed for projects.
