Our client, a leading global IT services company, is hiring a Delivery Head / Program Head – Telecoms to take senior delivery ownership of a strategic, long-running engagement with one of the Netherlands’ largest telecommunications operators.

This is a permanent, on-site/hybrid role for a senior delivery leader who can operate above individual programme management level. The role requires end-to-end accountability for delivery performance across a complex telco account, including multi-million-euro transformation programmes, executive stakeholder governance, multi-vendor coordination, commercial control, delivery quality, and customer satisfaction.

You will act as the senior delivery interface between our client and the operator’s technology and business leadership. You will work closely with the operator’s CIO organisation, programme directors, product owners, architects, vendor managers, and business stakeholders, while leading onshore, nearshore, and offshore delivery teams across BSS, OSS, cloud, network, and digital transformation initiatives.

The role is suited to someone who has already led large telco delivery portfolios for a major global system integrator and is comfortable owning delivery outcomes, customer relationships, escalations, financials, governance, and growth opportunities at account level.

Key responsibilities

• Experience in IT services delivery, including significant experience in telecoms, digital transformation, managed services, or large-scale technology delivery.
• At least 5+ years in senior delivery leadership roles such as Delivery Head, Account Delivery Director, Programme Director, Engagement Director, Client Delivery Partner, or similar.
• Background with a major global system integrator or large IT services provider is essential.
• Proven track record owning delivery for large, multi-million-euro telecom transformation programmes or account portfolios.
• Strong experience with European Tier 1 telecommunications operators.
• Deep understanding of telco domains, especially BSS, OSS, CRM, billing, order management, provisioning, service assurance, network operations, digital channels, and cloud transformation.
• Experience managing complex onshore/offshore delivery models across distributed teams.
• Strong executive stakeholder management skills, with the ability to engage confidently with CIOs, CTOs, Directors, business sponsors, architecture leaders, and vendor management teams.
• Commercial and financial delivery experience, including P&L awareness, margin control, budget management, forecasting, commercial change control, and contractual delivery governance.
• Strong governance discipline across delivery reporting, RAID management, KPIs, SLAs/OLAs, executive dashboards, and steering committees.
• Experience working in multi-vendor environments involving system integrators, product vendors, internal customer teams, and offshore delivery centres.
• Ability to lead both strategic delivery discussions and detailed operational delivery reviews.
• Familiarity with telco product stacks such as Oracle BRM, Netcracker, Amdocs, Siebel, Ericsson, Huawei, ServiceNow, Salesforce, or similar platforms.
• Knowledge of TM Forum frameworks such as eTOM, ODA, Open APIs, SID, or Frameworx is highly desirable.
• Programme and delivery management credentials such as PMP, PgMP, PRINCE2, MSP, SAFe, ITIL, or equivalent are preferred.
• Excellent spoken and written English.
• Comfortable working in Dutch business culture and with senior European telecom stakeholders.
• Based in the Netherlands or willing to relocate; valid right to work in the EU.

What we’re looking for

• 12-15+ years in IT and telco programme management, with at least 5 years delivering for European Tier 1 telecommunications operators.
• Background at a major global system integrator — essential
• Demonstrable track record leading large-scale BSS, OSS, or digital telco transformation programmes
• Strong executive stakeholder management — comfortable in Director and C-level conversations as well as detailed delivery reviews.
• Familiarity with telco product stacks such as Oracle BRM, Netcracker, Amdocs, Siebel, Ericsson, or Huawei, and with TM Forum frameworks (eTOM, ODA, Open APIs).
• Experience operating within an onshore–offshore delivery model.
• Programme management credentials — PMP, PgMP, PRINCE2, MSP, SAFe, or equivalent.
• Excellent spoken and written English; comfortable working in a Dutch business culture.
• Based in the Netherlands or willing to relocate; valid right to work in the EU.

Nice to have

• Prior experience delivering programmes for Tier 1 Dutch telecom operators
• Dutch language ability at any level.
• Experience with large-scale cost transformation, IT simplification, vendor consolidation, or operating model transformation.
• Cloud transformation experience across AWS, Azure, OCI, or hybrid cloud environments.
• Exposure to AI, GenAI, automation, AIOps, network analytics, or self-care use cases in telecom.
• Experience supporting pre-sales, renewals, managed services transitions, or delivery-led account growth.
